Position: Mental Health (EAP) Counselor 1 or 2*

The City of Madison Employee Assistance Program (EAP) is looking to hire a Mental Health (EAP) Counselor 1 or 2*. Under the general supervision of the EAP Director, this position provides clinical services to all employees and their family members through short term counseling services, provides mental health related education and training, and provides crisis response through the Critical Incident Stress Management (CISM) Programs for all City Departments and Divisions.

The Employee Assistance Specialist 1 starts at $73,026.46 / annually and the Employee Assistance Specialist 2 starts at $79,210.30 / annually. Classification level will be determined at the time of hire and will be based on the candidate's relevant work experience and overall qualifications.

The series is structured to provide for career progression from Employee Assistance Specialist 1 to 2 based on overall work experience, increased employee expertise and responsibility, independence of action, and knowledge of City systems and processes associated with the work.

Employees may be eligible for loan forgiveness through the Public Service Loan Forgiveness Program.

  • Conduct confidential assessment interviews of employees and/or family members, screening for personal and/or work related problems.
  • Develop action plans with employees and/or family members and/or refer employees to services to resolve problems.
  • Respond to crisis situations that occur during standard work hours and, on occasion, outside regular work hours as required and make immediate and appropriate referrals when necessary.
  • Obtain releases of information and coordinate with collateral contacts to manage employee referrals.
  • Follow up with employees to determine satisfaction of referral and improvement in their situation.
Provide EAP and mental health related education and training for City Employees, Supervisors, Managers, EAP Facilitators and First Responder Peer Support Team(s).
  • Develop and deliver education and training for all departments and divisions.
  • Assist with the recruitment and selection of City EAP Facilitators and First Responder Peer Support team members. Provide ongoing consultation and communication as needed.
  • Coordinate EAP Facilitator Training and First Responder Peer Support Team Training with the EAP Director.
  • Oversee coordination, volunteers, planning and evaluation for wellness related education such as newsletters, seminars, health fairs, and events that promote health/mental health.
Consult with supervisors and managers regarding employee work and personal issues.
  • Provide consultation to management at all levels where personal problems may be affecting job performance.
  • Follow up with supervisors/managers to determine improvement in situations.
  • Coach supervisors/managers on communication, stress management, conflict management and interpersonal issues.
  • Provide consultation to supervisory and management staff and to Association representatives regarding difficult, high risk and sensitive situations.
  • Assess and coordinate necessary education, training and debriefing to resolve work place crises.
Support the Critical Incident Stress Management Program (CISM).
  • Deliver CI training and education with EAP Director.
  • Coordinate debriefings and conduct grief sessions.
  • Research trends, treatment methods, and resources related to critical incident stress.
  • Promote and publicize the program.
Assist in policy development/management, record keeping and program evaluation and outcome data.
