Introduction

The State of Wisconsin, Department of Military Affairs (DMA) is hiring a Tuition Grant Administrator (Grants Specialist Advanced). This position is headquartered at the Joint Forces Headquarters in Madison, WI.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

Position Summary

This position functions as the sole administrator for the Wisconsin National Guard Tuition Grant program as prescribed by s. 321.40, Wis. Stats. This position will serve as the expert on the tuition grant program and recoupments within the agency, which includes processing payments, testing changes to the Tuition Grant Automated System, and managing accounts receivables from recoupments.

This position is expected to independently assess program effectiveness and areas of improvement from an internal control perspective. This position requires significant interaction with internal agency staff and external partners at the Wisconsin National Guard Education Office, school officials at qualifying schools and students using this benefit. Additionally, this position will serve as the financial expert on many other state grants provided by the agency.

This may include financial reporting, making payments and validating allowability and eligibility among other grant life-cycle processes and procedures.

Salary Information

Starting pay is between $37.00 and $40.00 per hour. This position is in the 07/03 pay schedule/range. A 12-month probation will be required. For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

This position is a project/permanent position that has been authorized through January 2027 with consideration of renewal for an additional 24 months. Project/permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12 month probationary period, employees in these positions will attain permanent status and will be eligible to transfer to other permanent positions similar to other permanent employees in state service.

This allows employees to be considered for other similar positions when the project position approaches its expiration date.

Wisconsin Residency is required for project positions.

Job Details

In order to gain access to DMA facilities or air bases, and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.
