Position: Traffic Control Technician*

In this role, you’ll have direct responsibility for the Traffic Engineering Division’s Street Occupancy Permits, including enforcing City ordinances, reviewing and coordinating the division’s involvement in City Engineering’s Street Opening Permits, and inspecting traffic control measures in the field. You’ll perform technical and quasi-professional work such as preparing and reviewing plans, conducting ongoing and periodic studies, developing technical reports, and communicating with contractors and the public.

Your work will also involve interpreting policies and plans and conducting field inspections of projects and program activities. You’ll work under the supervision of a professional engineer, manager, or higher-level technical or professional staff, with your work reviewed throughout the process and upon completion.

Movement to the Civil Technician 2 level is based on increased independence and demonstrated ability to perform more complex and/or comprehensive technical support functions, generally after two (2) years as a Civil Technician 1.

Hours:

Regular work hours are Monday through Friday, 8:00 AM to 4:30 PM.

Street

Occupancy Program
  • Assist applicants for Street Occupancy Permits.
  • Evaluate contractor’s occupancy plans and determine necessity of occupied Right of Way.
  • Review contractor supplied traffic control plans for adherence to Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and City of Madison standards.
  • Review requested occupancy and/or private developer agreements.
  • Draft traffic control plans as necessary for private developments.
  • Maintain and manage street occupancy permit database and program Geographic Information System (GIS) mapping.
  • Verify contractor insurance on file with City Risk Manager.
  • Determine appropriate street occupancy fees and collect fees as necessary.
  • Field complaints and respond to public, businesses, alders as they relate to traffic control and occupancy of the public Right of Way.
  • Issue press releases for road closures as a result of street occupancy permits.
Field inspection of traffic control and occupancy permits
  • Inspect street occupancy permits to ensure contractor compliance with permit conditions and appropriate traffic control.
  • Inspect City Engineering Right of Way Opening permits to ensure compliance with Traffic Engineering Division requirements and appropriate traffic control per M.U.T.C.D. and City of Madison standards.
  • Inspect City of Madison Public Works projects for compliance with specifications as they relate to the Traffic Engineering Division.
  • Inspect permanent traffic control facilities including verifying quantities for payment and adherence of specifications of public works projects.
  • Educate contractors in regards to City Ordinances.
  • Enforce City Ordinances by issuing citations as necessary and document violations of City Ordinance; attend municipal court as necessary.
Street opening permit review
  • Review City Engineering Street Opening permits and provide conditions to ensure public safety and to limit disruption for the general public.
  • Coordinate with Traffic Engineering Electrical Section to ensure protection of electrical facilities and opportunities to expand existing electrical network.
  • Coordinate with Traffic Engineering operations section to ensure protection of existing traffic control facilities.
  • Attend meetings with private contractors and other City Staff.
