Introduction

The Wisconsin Technical College System (WTCS) Office currently has an opening for an Education Consultant – Data Lead worker! We’re a highly engaged, collaborative team of about 50 employees with an office located at the new Hill Farms State Office Building on Madison’s near west side. The WTCS Office is the administrative service agency of the WTCS Board, which is the coordinating and oversight body for Wisconsin’s 16 public, two-year technical colleges.

This position offers the ability to work remotely nearly 100% of the time, however, the employee should be available to report to the office periodically as needed.

Position Summary

This position serves as a lead worker responsible for monitoring and evaluation, performance analysis, and continuous improvement efforts for the Wisconsin Technical College System (WTCS) office, most specifically for the Adult Education Family Literacy federal funding. A major component of the individual’s work is to have a working knowledge of adult education and support the most complex work regarding the Adult Education and Family Literacy Act (AEFLA).

In addition, this position will serve as the State Director and will act as a resource for unit staff. This position provides guidance on statewide evaluation and performance measurement initiatives, working with WTCS colleges to establish statewide systems for performance analysis and continuous improvement. This position is responsible for helping the WTCS office and WTCS technical colleges use data and evaluation to improve the effectiveness of technical college programs and services.

Responsibilities include working with WTCS districts to establish statewide monitoring and evaluation processes that comply with state and federal requirements; leading efforts to develop data driven strategies for improving technical college programs and services; and developing and documenting WTCS office data use and evaluation policies and procedures.

Salary Information

The classification of this position is Education Consultant which is in pay schedule/range 13-02. The starting pay for this position will be between $40.00 - $45.00 per hour based on qualifications. This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

Job Details

WTCS does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license including personal automobile insurance, or the ability to provide one’s own transportation for work purposes, is required.

Travel is required for up to 10% of these positions’ duties.

Qualifications

Minimally qualified candidates will have each of the following:

  • Experience with collecting and analyzing complex data using statistical and analytical tools (R, Python, SPSS Statistics, Tableau, etc.)
  • Experience with formal or informal leadership duties (supervisor, team lead, subject matter expert, etc.)
  • Experience working with grant opportunities
In addition, highly qualified candidates will have one or more of the following:

  • Experience with translating raw data into data storytelling which informs decision‑making
  • Experience working with post-secondary educational institutions
  • Experience with AEFLA (Adult Education and Family Literacy Act) grants
