Overview
Introduction Join the Division of Transportation Investment Management (DTIM), Bureau of Aeronautics as a Contracts Specialist (Contracts Specialist - Adv). This position offers a hybrid work schedule and is headquartered at the Hill Farms State Office Building in Madison, WI, with in-office presence at least 2 days per week. Telework from within Wisconsin is generally expected.

Position SummaryIn this role, you will manage the Bureau of Aeronautics (BOA) Consultant Services Program. Responsibilities include assisting the BOA Manager in the development and administration of complex contracts between the Department of Transportation (Use the "Apply for this Job" box below). private consultant engineering firms to deliver the BOA transportation improvement program (currently more than $115 million in grants plus state funding). You will also manage the BOA Bid Letting process and assist in contract development and administration between DOT and contracting firms.
SalaryInformation
This position is in schedule-range (07-03) with an annual salary of $62,400–$83,200, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

QualificationsQualified applicants will have all the following:
- Experience processing contracts and invoices.
- Experience with government/public sector budgeting or cost accounting.
In addition to having all the above, well-qualified applicants will have one or more of the following:
- Experience utilizing Microsoft Excel or similar to develop formulas, pivot tables, and data analysis across multiple tabs or spreadsheets.
- Experience applying state and federal laws and administrative policies to transportation-related programs.
- Experience analyzing issues and providing written summaries of recommendations.
- Experience reviewing and approving contract language to ensure compliance with state and/or federal laws.
