The client is seeking two qualified applicants for Business Analyst positions to support the ePermitting Discovery Project. This project is an agency-wide discovery and planning effort focused on assessing the current permitting environment, which includes multiple permitting applications across programs, and defining requirements for a future ePermitting solution. These positions require a full-time commitment (40 hours/week) and are ideal for senior-level business analysts with strong experience in requirements elicitation, process analysis, stakeholder engagement, and documentation in complex, regulated environments.

This effort is focused on discovery and analysis and does not include system implementation or configuration.

• Lead requirements elicitation through interviews, workshops, and document analysis.
• Document current-state business processes and workflows.
• Assess multiple applications or systems that support similar business functions.
• Identify commonalities, variations, and opportunities for standardization across programs.
• Facilitate discussions, manage differing perspectives, and drive consensus.
• Engage diverse stakeholders, including program staff, IT teams, and leadership.
• Evaluate options, risks, and constraints with strong analytical and critical‑thinking skills.
• Work within established PMO standards, templates, and governance processes.

• Senior‑level business analyst experience.
• Strong experience performing business analysis for complex IT initiatives involving multiple stakeholders and cross‑program workflows.
• Proven ability to document requirements to support procurement or modernization efforts.
