Position: Accountant 3 or 4 - Water Utility

Overview

Current recruitment is to fill two vacancies: one at Accountant 3 and one at Accountant 4. The City of Madison Water Utility is looking to hire an Accountant 3 and an Accountant
4. This is responsible professional accounting work preparing financial statements, conducting audits, analyzing expenditures, processing payroll, and performing other related professional accounting activities and functions. Work requires broad-based accounting knowledge and is characterized by the exercise of judgment and discretion.

This position prepares, reviews and approves various financial transactions and reporting activities ensuring accurate financial records for the Water Utility in addition to assisting the Finance Unit Supervisor with meeting Public Service Commission (PSC) and Generally Accepted Accounting Principles (GAAP) compliance. This allows the Water Utility to continue to supply high quality water for consumption and fire protection at a reasonable cost while conserving and protecting our ground water resources for present and future generations.

This position will prepare financial statements and annual compliance reports in addition to assistance with rate cases, audits and various other miscellaneous accounting and financial analysis.

  • Perform complex and varied professional Monthly / Quarterly / Annual Accounting and Reporting tasks.
  • Prepare and review various journal entries and work papers.
  • Prepare, review and reconcile general ledger accounts and reports for compliance.
  • Collect data and prepare supporting documents for capital/operating budgets, rate case, PSC annual reports, financial statements, management discussion analysis and footnotes.
  • Prepare various financial reports and budget as needed.
  • Review and close work orders during year-end process.
  • Review and approve various journal entries, payroll, accounts payable and general billing processes and orders.
  • Assist Finance Unit Supervisor with various year-end processes and audit.
  • Assist Finance Unit Supervisor with various forecast and analysis.
  • Train paraprofessional staff in processing Accounts Receivable (AR), Accounts Payable (AP), and miscellaneous accounting functions.
  • Assign tasks as needed to paraprofessional staff.
  • Create Standard Operating Procedures (SOPs) and implement processes.
  • Answer questions and provide information to paraprofessional staff and other City agencies.

Accountant 3 starts at $85,983.30 annually. Classification level will be determined at the time of hire and will be based on the candidate's relevant work experience and overall qualifications. Progression to an Accountant 4 is not automatic, but rather is dependent upon the employee taking on additional duties and responsibilities as well as the needs of the department and is generally accomplished through competition or a position study.

This is the advanced program supervisor level of the professional accountant series. Employees at this level develop and supervise major City Accounting functions. This level is distinguished from the Accountant 3 level in that employees function with a higher degree of independence (i.e. receive less supervision), the work is more developmental in nature (as opposed to administrative), and employees are delegated greater authority in developing and implementing complex accounting programs.

This is responsible professional and supervisory work managing the finances and fiscal system of the Water Utility in accordance with GAAP and the PSC of Wisconsin. This position will maintain the financial records and prepare financial statements and annual compliance reports in addition to supervising the Finance Section of the Water Utility.

  • Develop, coordinate and maintain the day-to-day financial records and operations of the Water Utility, supervise and review or prepare the following tasks:
  • Prepare various journal entries, cash billing receipts and disbursements along with supporting documentation.
  • Prepare annual management discussion analysis, financial statements and footnotes.
