General Description
The Proposal Manager oversees the planning, development, submission and customer interaction for competitive and non‑competitive sales proposals as an integral part of the Business Development Team. This position is the team captain for submitting on‑time, compliant, complete, and compelling proposals that address customer requirements while best positioning the Tyonek solution for competitive evaluation scoring. The role oversees content development in technical and non‑technical aspects of each proposal, the development, implementation, refinement and oversight of processes, tools, techniques and procedures related to the end‑to‑end proposal process, and coordinates resources and schedules to keep multiple, simultaneous programs on track.
The Proposal Manager coordinates and de‑conflicts multiple, simultaneous bids to minimize stress while maximizing the efforts of the proposal team and company staff, driving consistent development and timely production/submission of highly rated compliant proposals.
- Develop, implement, refine, and manage all processes, procedures, tools and techniques related to the development and submission of compliant, complete, compelling, and competitive aerospace and defense market proposals valued at $1M–$250M+.
- Perform duties of a technical writer in the absence of available writers; provide technical writing and written content for proposals.
- Oversee development and completion of visual communications tools (graphics, images, charts, etc.) for use in proposals and other business‑development/sales documents.
- Maintain 100% compliance quality standard for submitted proposals.
- Ensure 100% timeliness quality standard for proposal production, shipping, and delivery, with necessary backup plans to mitigate logistics risk.
- Oversee the development of all proposal volumes, in close coordination with functional leads and SMEs.
- Lead innovation/scope‑development sessions with broad teams to identify and refine new solutions, win themes, strengths, advantages, concepts of operation, etc. for use in competitive proposals.
- Plan, schedule, and facilitate proposal reviews, review recovery, after‑action reviews, and process improvement.
- Be responsible for all aspects of proposal quality control and schedule management.
- Utilize prior knowledge and experience to help lead, inform, and share “lessons learned” with those preparing proposals.
- Travel may be required.

- Bachelor's degree in English, Business, Engineering, Communications, Technical Writing or related fields of study.
- Master's degree in English or Business fields is a plus.
- Minimum 4–7 years' experience as a proposal manager.
- Must have experience submitting complex proposals with values greater than $20M.
- Project Management Professional (PMP) certification is a plus.
- Completion of Shipley Associates or related proposal professional training course(s) is highly desired.
- Strong Microsoft Office Suite (especially MS Word, MS Excel) skills are mandatory.
- Adobe Creative Suite skills are desired.
- Ability to obtain a Secret security clearance.

- Must be able to walk or stand on level and/or inclined surfaces and sit for extended periods of time.
- Must be able to routinely climb/descend stairs.
- On occasion must be able to lift 30 pounds.
- Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders.
- Works in a normal office environment with controlled temperature and lighting conditions.
