Litigation Attorney

Overview

This announcement will be used to fill multiple vacancies in the Office of the General Counsel (OGC). We are hiring attorneys with Federal and/or administrative litigation experience, preferably in the area of employment law.

• Attend as lead counsel in litigation before administrative agencies in a broad range of employment and labor matters, including adverse actions, reductions in force, suitability, labor relations, and discrimination.
• Serve as lead counsel in important and sensitive litigation before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), and the Federal Labor Relations Authority (FLRA).
• Prepare cases for litigation, including writing motions, briefs, and other papers; conduct discovery; and participate in administrative hearings.
• Make recommendations regarding settlements of litigation and the appeal of adverse decisions, including exercising OPM's special statutory authority to obtain review of adverse MSPB decisions with substantial impact on the civil service.
• Perform other duties as assigned.

• Males born after 12-31-59 must be registered for Selective Service.
• Suitable for Federal employment, determined by a background investigation.
• May be required to successfully complete a probationary period.

Basic Qualifications (GS-12 and above):

• One or more years of post-J.D. legal work experience as a practicing attorney (e.g., judicial clerkship or general law practice).
• A J.D. from a law school accredited by the American Bar Association.
• Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia.
• For GS-12 level: at least one year of experience; for GS-13 level: at least two years; GS-14: at least three years; GS-15: at least four years of progressively responsible experience.

Basic Qualifications (GS-11 level):

• Less than one year of post-J.D. legal work experience as a practicing attorney.
• A J.D. from a law school accredited by the American Bar Association.
• Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia.
• Academic standing in the upper third of the law school graduating class (as applicable).
• Evidence of ability to independently perform legal work, such as significant law review or journal achievements, special high-level honors, or active participation in a legal clinic program, as well as significant summer clerk experience or other clear indicators of superior accomplishment.

Preferred Qualifications

• Experience in first-chair MSPB, EEO, or Federal litigation.
• Ability to provide excellent customer service and exercise sound judgment in challenging situations.
• Strong oral and written communication skills; high competence in legal research and analysis.
• Ability to work independently and as part of a team in a demanding environment.
• Willingness to consider diverse perspectives and to navigate changing circumstances.
• Ability to manage multiple work assignments and competing priorities concurrently.
• Ability to develop and maintain collaborative working relationships within and outside OGC.
