Position Summary:

Under the supervision of the Human Resources (HR) Director, the Human Resource Manager is responsible for overseeing the daily operations of the HR department, ensuring compliance with company policies, labor laws, and best practices. This role involves managing key HR functions, including recruitment, employee relations, benefits administration, performance management, training and development, and policy implementation. The HR Manager serves as a strategic partner to leadership, providing guidance on workforce planning and employee engagement while fostering a positive and productive work environment.

Additionally, the HR Manager plays a critical role in ensuring organizational compliance with federal, state, and local labor regulations, resolving employee concerns, and enhancing HR processes to support business objectives. This position requires strong leadership, problem‑solving skills, and the ability to maintain confidentiality and professionalism in all HR matters.

Essential Duties and Responsibilities:
  • Recruits, interviews, hires, and trains new staff in the department. Provides constructive and timely performance evaluations.
  • Evaluates the needs of the organization and creates, implements, and leads training programs that develop needed skills. Develops and facilitates training classes for managers and supervisors on hiring policies and practices, interviewing skills, discipline, performance appraisal, and general supervisory skills.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Conducts separation meetings with employees.
  • Oversees daily workflow of department staff.
  • Manages the onboarding process, ensuring the process is up to date, of high quality, and provides clarity and connection for all employees and their role in relation to the overall vision by establishing orientation and training programs.
  • Assists with processes and software of the HR department, including budget preparation of associated expenses, contract negotiations, and implementation of new enhancements for use by staff and employees.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Coordinates all employee benefits, including health, dental, vision insurance, short‑ and long‑term disability, COBRA, FMLA, Workers Compensation, flexible spending accounts, employee assistance programs, and life insurance.
  • Assists with the Open Enrollment process including communications, benefit system updates, payroll coordination of plan year changes, and all employee changes.
  • Assists with wellness events and related communications.
  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to HR staff, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Maintains personnel files and archives documents in accordance with the retention schedule.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and updates policies and practices to maintain compliance.
  • Prepares and analyzes HR data through engagement surveys, reports, HRIS system, or equivalent for management as requested.
  • Assists with the preparation and/or maintenance of a variety of regular and special reports as required by the State or Federal institutions.
  • Handles confidential matters with discretion.
  • Performs related duties.
