The Senior Civil Engineer (PE) provides technical leadership and professional oversight for all civil engineering aspects of MSRCommunities land development and construction projects. This role supports projects from acquisition and feasibility through entitlement, design, construction, and close-out, ensuring regulatory compliance, cost control, and schedule alignment.

• Serve as Engineer of Record
  , providing stamped civil plans, calculations, and technical approvals.
• Lead civil site design for grading, drainage, stormwater, utilities, roadways, and erosion control.
• Direct due diligence and feasibility evaluations including surveys, geotechnical, environmental, and utility reviews.
• Manage entitlement and permitting processes with local, county, and state agencies.
• Provide technical leadership to internal teams, junior engineers, and external consultants.
• Review and approve consultant deliverables, contractor submittals, RFIs, and change orders.
• Support project budgeting, value engineering, and infrastructure cost analysis

• Conduct site visits and provide construction-phase engineering support

• Ensure compliance with zoning, land-use regulations, stormwater requirements, ADA standards, and environmental codes.
• Identify and mitigate engineering, permitting, and constructability risks.
• Collaborate with development, construction, finance, and executive leadership teams.
• Promote sustainable and low-impact development (LID) practices.

• Bachelor rs degree in Civil Engineering.
• Active Professional Engineer (PE) license (Washington preferred).
• 8+ years of experience in land development, residential, or mixed-use projects.
• Proven experience working with developers, municipalities, and regulatory agencies.
• Proficiency in AutoCAD Civil 3D and relevant engineering software.
