The Department of Water Resources is seeking a Water Quality Compliance Specialist to coordinate the City's MS4 illicit discharge and good housekeeping/pollution prevention programs. A core function of the position is the ability to use investigative and monitoring skills to seek out and eliminate pollution from reaching local streams. This position works with a variety of internal and external customers on water quality education and protection initiatives, and performs a wide range of tasks requiring utilization of basic and specialized technical field and analytical methods.

Compensation will be based on qualifications and experience.

Essential Duties and Responsibilities
  • Coordinate the illicit discharge detection & elimination program, working with various City Departments, while adhering to appropriate City and State codes and utilizing fair, honest, consistent enforcement practices in assessing and handling each situation;
  • Conduct evaluations of the storm sewer system, including outfall screening and source tracking, in order to identify, investigate, and eliminate non-stormwater discharges and illicit connections to the storm water sewer system and undertake enforcement activities when needed;
  • Respond to emergency and non-emergency water quality incidents, frequently requiring coordination with Fire Department/Haz-Mat and other city departments (may be required after hours);
  • Collect, process and analyze chemical, physical, and biological water samples using standard operating procedures;
  • Coordinate with the wastewater treatment plant on issues involving discharges to the City’s combined sewer system or water quality testing;
    Performs water quality testing and watershed assessments including field screening of the storm drainage system and/or watersheds as needed related to TMDL water quality issues;
  • Coordinate oversight and implementation of the good housekeeping/pollution prevention program. Includes maintaining written and electronic documentation, compliance tracking, and conducting inspections of City facilities. Works with city departments to resolve problems related to environmental issues.
  • Develop environmental regulatory training program for City employees and agencies.
  • Responsible for the development and update of compliance policies and procedures and coordinating implementation with other City departments;
  • Assist with the development or review of ordinances, policies, and programs to promote consistent administration of resource protection initiatives;
  • Responsible for the maintenance and integration of data within the Geographic Information System (GIS) and work management systems and work to streamline data management through the use of technology;
  • Prepared documents and information for regulatory reporting;
  • Stays abreast of issues related to water quality and storm water management issues.
Additional Duties and Responsibilities
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
