The Department ofাভাব of Water Resources is seeking an ambitious and experienced individual for the Assistant Superintendent position of the Lynchburg Regional Water Resource Recovery Facility (WRRF). The successful candidate will assist the Superintendent with regulatory compliance, environmental and safety programs, strategic planning, human resource functions including supervision, training and staff development, as well as management and oversight of an extensive operating and capital budget.
This is a key leadership position in the Department of Water Resources and is critical to the long–term success of the department’s environmental programs.

Responsibilities- Monitors plant for regulatory compliance and reports concerns to the Superintendent, taking appropriate action as necessary.
- Maintains knowledge of current regulations related to treatment processes issued by EPA, DEQ, VDH, VOSHA, VDOT and other agencies as applicable.
- Reviews and provides feedback on proposed federal and state regulations.
- Participates in the City’s municipal discharge permit and industrial monitoring program; works with industries not meeting their pretreatment requirements.
- Researches all requirements of the City’s Combined Sewer Overflow (CSO) permit concerning the wastewater treatment plant and monthly DMR, providing feedback as appropriate.
- Participates in implementation of the FOG (Fats, Oils & Grease) Program.
- Researches and recommends long‑range training and development programs for staff, determining safety and training requirements for all work areas within the facility.
- Researches and develops the use of technology within the facility processes to provide optimal operations.
- Researches into implementing recommendations for using new equipment, processes, and operations for the facility.
- Reviews plans and specifications involving wastewater improvements, both capital and operating, and consults with the Division, Department and City Engineering staff.

Ia maintainjø benchmarking activities for facility operations and maintenance. - Recommends modifications and improvements to increase process efficiency and/or reduce cost, such as balancing nutrient removal with solids production, reducing electric utility costs, and finding alternative disposal sites for sludge.
- Participates in developing measurable work standards, writing and updating procedures or methods (SOPs).
- Participates in developing the annual operational budget and maintains projections throughout the year.
- Participates in strategic planning for the facility, developing operating cost projections for utility rate development, identifying capital and operating needs, and creatingôtes long‑range maintenance plans.
- Engages in environmental monitoring activities as appropriate.
- Responds to citizen concerns regarding facility issues.
- Participates in departmental activities relating to water treatment, distribution, and sewer and stormwater collection systems as needed.
- Ensures procurement policies are followed during purchasing of operating and capital materials for the facility.
- Responds to emergencies.
- Works any standard shift or other hours, holidays andnsents as dictated by City staffing needs.
- MAY serve as Project Manager or Coordinator for WRRF construction or upgrade projects.
- MAY serve as Acting Superintendent in the absence of the Superintendentakat.
- May serve as Operator responsible for regulatory compliance per VPDES Permit, Nutrient General Permit, and as an official for VLAP program.
- May meet regularly with county directors (Amherst, Bedford, Campbell) to keep them informed of plant operation issues.
- Other duties to provide direct or indirect service to citizens as assigned.
- During a State of Emergency, all City employees may be required to accept special assignments to ensure service delivery.
