The Contract Proposal Specialist is responsible for preparing and submitting competitive proposals for government and commercial contracts. This role involves collaborating with cross-functional teams to gather information and ensure compliance with contract requirements. Key responsibilities include researching bid opportunities, developing proposal strategies, and drafting high-quality documents that showcase the company''s capabilities. Strong analytical and communication skills are essential, along with a background in contract management or proposal writing to drive business growth and client relationships.

The Contract Specialist will work a 9/80 work week while receiving market leading pay, paid time off, paid winter holiday shutdown, educational refund plan, medical, dental, and vision insurance options and service-based retirement contributions with additional 401k match.

• Responsible for all aspects of proposal preparation (from inquiry receipt until successful conclusion of negotiations) and submission for potential projects to ensure that bids are responsive, competitive, and complete.
• Learns and maintains knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR).
• Interacts and coordinates with customers and internal functions:
  Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases (lead BWXT negotiating team for new contracts).
• Negotiates all aspects of contracts.
• Reviews all purchase orders and purchase order agreements.
• Maintains positive customer relations and marketing efforts directed toward maximizing quotation opportunities.
• Reviews and interpret customer’s bid specification. Alert internal personnel to potential concerns.
• Identifies and evaluates associated risks with proposed projects and address these factors with management.
• Learns all aspects of estimating process. Ensure complete and timely submission of responsive bids.
• Leads BWXT team during Contract Closeout activities.

• Bachelor''s degree with relevant experience.
• Minimum of 3 years work experience required.
• Strong time management, organization, and computer skills are required.
• Candidates should be self-motivated with ability to work on multiple tasks with attention to detail.
• Strong written and verbal communication skill required.
