The Systems Analyst performs a wide variety of analysis, design, configuration, testing, scripting, installation, integration, maintenance, operational support, troubleshooting, and training tasks for the City’s computer systems. This is a professional level, technical position that requires the ability to continuously learn new technical skills and client information processes.

The salary range for this position is $85,272.51 - $ annually with a hiring range of $85,272.51 - $, depending on qualifications and experience.

This is an excellent opportunity to join an experienced technology team supporting enterprise and departmental applications in a high-performing municipal government. The team manages a broad portfolio of systems that serve diverse city operations, including SharePoint, document management, financial systems, community development and land management solutions, and critical public safety applications.

This Systems Analyst position will be responsible for supporting a range of applications, with a focus on those that serve City’s digital document management systems. The Systems Analyst fulfils a key role in the Information Technology Department's culture of collaboration, coordination, and accountability, providing technology services to an exceptional organization.

Essential Functions
  • Design, develop, configure, test, implement, and oversee technology applications, systems, database management, and interfaces.
  • Must have a thorough knowledge and understanding of the City’s software applications used in his/her area of responsibility and general knowledge and understanding of all supported applications, so that analysis of customer needs can be identified, analyzed, documented, and implemented.
  • Works directly with Staff from various Departments – analyzing present system capability, problem resolution, determining need/feasibility of developing new system features; and reviewing the quality of and implementing new system features.
  • Writes and maintains data report programs based on the needs of internal customers.
  • Designs, develops a variety of applications, procedures, reports, scripts, and/or interfaces. Maintains a variety of records and/or documentation for assigned area of responsibility.
  • Develops scope of work for new programs, modifications and/or enhancements to existing applications. Design, develop, configure, test, and implements these additions and changes. These tasks are all based on system requirements and departmental needs and are done with a modest set of established guidelines.
  • Direct contact with 3rd party application vendors – to coordinate vendor release upgrades, resolution of system failures, definition of specifications for new system features, definition and scheduling training needs.
  • Ensures maximum system availability to our IT clients by working weekends and/or evenings to install system and/or application changes.
  • Performs periodic systems performance analysis and reports that information to the Applications Manager.
  • Learns and uses operating system tools to effectively execute processes. Examples: project management tools, web services, queries or ad-hoc reporting tools, programming languages, client access tools, Microsoft Office tools, device control, database definition, object management, and system performance.
  • Identifies backup requirements for applications, programs and data, implement and communicate those needs to appropriate IT personnel as needed.
