Talent Manager, HR Manager
Overview
Loveland Housing Authority (LHA) is seeking an experienced and highly professional Human Resources Manager to lead and support all aspects of the organization’s human resources function. This position operates independently and serves as a trusted strategic and operational partner to leadership, ensuring that HR programs, policies, and practices align with organizational goals and all applicable regulatory requirements. This is a non-supervisory role that requires a high level of discretion, sound judgment, initiative, and professionalism.
The Human Resources Manager is responsible for planning, administering, and overseeing comprehensive HR operations, including recruitment and onboarding, benefits administration, employee relations, policy development, compliance, training coordination, performance management, and HR systems administration.
Responsibilities- Plan, administer, and manage all human resources functions for the organization
- Lead full-cycle recruitment and onboarding processes
- Administer employee benefits programs and serve as the primary point of contact for benefits-related matters
- Manage employee relations issues, including investigations, conflict resolution, and corrective action
- Develop, implement, and maintain HR policies, procedures, and practices in compliance with federal, state, and local regulations
- Ensure organizational compliance with employment laws and regulatory requirements
- Coordinate training and professional development initiatives
- Administer performance management processes and provide guidance to leadership
- Maintain and manage HR systems, records, and confidential employee information
- Provide strategic HR guidance and support to executive leadership
Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- Minimum of [insert required years] years of progressively responsible human resources experience
- Demonstrated knowledge of employment laws, HR best practices, and compliance requirements
- Experience administering employee benefits programs
- Strong written and verbal communication skills
- Ability to work independently, manage competing priorities, and exercise sound judgment
- High level of discretion and ability to handle confidential information professionally
Preferred Qualifications
- Human Resources certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)
- Experience in public sector, housing authority, or government environments
- Experience with HRIS systems and data reporting
This is a full-time, regular, exempt position with a hiring range of $67,200 to $85,700 annually
, depending on qualifications and experience.
