Summary Objective

The purpose of this position is to coordinate community outreach and social service program events and activities. Conducts employee and volunteer training and social service client assessments. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions
  • Coordinates community outreach events, activities, and services.
  • Conducts training needs assessments, develops training curriculum, trains employees and volunteers and provides technical assistance.
  • Assists in the planning, development and implementation of programs, policies and procedures with staff, councils, boards and representatives from agencies.
  • Designs and coordinates the production and distribution of promotional and informational materials and brochures, press releases, public relations activities, and public service announcements.
  • Prepares and presents educational programs to community groups and organizations.
  • Attends meetings and organizes and coordinates social service and community outreach programs, projects and activities with agencies or departments to provide information, to publicize available services and to maintain positive public relations.
  • Researches and collects information, and assists in locating grant funds from private foundations, federal or state agencies.
  • Provides information and referrals to the public and produces materials for use in resource directory.
  • Performs related work as assigned.
Resilience & Community Services - KHBE Navigator Program
  • Assists individuals, families, and small businesses with enrollment in Qualified Health Plans (QHP) and insurance affordability programs.
  • Informs the public about health insurance options, insurance affordability programs, and QHP selection.
  • Submits applications for other public assistance programs on behalf of Kentuckians.
  • Provides program assistance remotely via phone or other means.
  • Works with the public outside of their offices;
    Conduct enrollment activities in a face-to-face manner; conduct home visits as needed.
  • Travels to consumer locations and local events to educate Kentuckians about the State Based Marketplace and assist with enrollment activities.
Minimum Education and Experience Requirements
  • Bachelor’s Degree in Counseling, Education, Social Science or related discipline.
  • Four (4) years of social work, social service, community service or related experience or an equivalent combination of education, training and experience.

Minimum Requirements
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
Additional Training & Certification Requirements
  • Register for and successfully complete required Annual State Based Marketplace (SBM) Kynector Certification training and any training required by Division of Health Benefit Exchange (DHBE).
  • Have reliable means of transportation.
  • Provide proof of vehicle insurance appropriate for business use.
Physical Demands
  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.
