Position Overview /DutiesThe Louisville District is recruiting for a Civil Engineer, GS Series 08 10 to serve as a Civil Engineer within the Civil Section, Civil Branch, in the Engineering Division located at the Louisville District Office, Louisville, KY.
Description of Assignment/Duties- Serve as the Civil Section technical specialist for highly complex and comprehensive civil design related projects in the Engineering Division.
- Lead teams of interdisciplinary engineers and technicians engaged in the preparation of scopes of work, designs, plans, and specifications, for complex military or civil works projects.
- Coordinate with project managers in developing input and monitoring project quality, schedules, cost and budgets.
- Determine requirements and negotiate for project support from District elements, other Districts, outside agencies and Architect-Engineer (A/E) firms.
- Provide independent technical reviews and quality control for products produced by the team and quality assurance for products produced by A/E's, and other Districts.
- Represent the District, collaborate with local, state, and municipal authorities as a primary point of contact on technical issues with customers.
- Produce civil designs including grading, stormwater design/retention, utility relocation, water/wastewater treatment/distribution, roadway/parking design, pavement restoration, channel relocation, ecosystem restoration, and construction sequencing.
- Develop procedures and standards for carrying out projects and represent the organization with authority on technical engineering matters.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Other Requirements- This position may require TDY up to 15% of the time.
- Position requires a Professional Engineer (PE) License.

One year of specialized experience at the (GS-12) next lower grade/level which includes engineering and multi-discipline experience in the preparation of designs, plans, and specifications for large multi-discipline military or civil works projects; lead, oversee and monitor military or civil works project's scope, quality, schedules and budgets; perform civil site design and procurement of construction contracts for engineering projects; resolve problems, provide advice, develop procedures and perform advanced work related to difficult design efforts.
