Overview
Supervises Sampling and Monitoring personnel to ensure proper installation and use of field sampling and monitoring equipment. Oversees the development, implementation and use of standard operating procedures and Quality Assurance Project Plans. Provides recommendations regarding the selection and use of equipment in support of field activities. Plans and supports day-to-day sampling and monitoring activities to ensure regulatory compliance and in support of special projects.
Supervises activities related to scheduling and conducting industrial wastewater sampling and reporting field data results in support of MSD’s Pretreatment Program. Schedules and supervises screening and compliance sampling/monitoring for MSD’s Water Quality Treatment Centers, Sanitary Sewer Overflows (SSOs), Combined Sewer Overflows (CSOs), and in support of water quality program requirements. Coordinates calibration, maintenance, repair, and ordering of sampling and monitoring equipment and materials.
Provides input to Manager to develop Department budget and resource requirements. Supervises activities to monitor sanitary sewer overflows during wet weather events. Supervises employees in the successful completion of work related tasks and projects. Ensures implementation and completion of employees’ personal and team goals. Assigns persons, equipment and routes to personnel to monitor and report sanitary sewer overflows during wet weather events.
Coordinates activities to complete required daily, weekly, and monthly sampling requirements. Adjusts work schedules and equipment to complete daily scheduled work, special projects and emergency operations. Ensures flow meter and rain gauge network tasks are assigned and completed properly. Reviews technical guidance to install, use and evaluate equipment. Oversees equipment utilization and maintenance activities and tracks materials use to ensure equipment/materials are available for daily work and special projects.
Monitors field instrumentation data and performs periodic quality review of data for accuracy and completeness. Ensures chain of custody and compliance documentation is completed accurately and is input into databases in a timely manner. Coordinates sampling activities with internal and external laboratories. Ensures proper corrective maintenance and preventive maintenance of all equipment and monitoring systems. Directly supervises activities associated with special stream/sewer monitoring projects.
Oversees the proper installation of monitoring and sampling equipment into sewers and other structures. Provides technical support to internal and external customers. Oversees activities to ensure employees follow all safety policies and use proper personal protection. Leads sewer inspections and utilizes sewer leak detection methods to identify sewer line defects/failures for prioritizing infrastructure work and repairs. Trains new personnel to become proficient in their designated job functions and monitors employees’ job progression.
Collects, transfers and analyzes data to generate reports and graphs. Verifies accuracy of data, reports and correspondence prepared by staff and external sources. Uses databases, mapping systems and other resources to ensure the efficient use of resources in the completion of daily tasks. Collects, evaluates and reports technical information to internal and external customers.
- Knowledge of sanitary sewer hydraulics, modeling and associated calculations; knowledge of field instrumentation equipment specifications, application, installation, operation, maintenance and requisition; knowledge of general management and supervisory techniques and principles; knowledge of personnel management principles, techniques, laws and policies; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite);
