Overview
Leads all aspects of planning, design, implementation and lifecycle management of industrial automated process controls and Supervisory Control and Data Acquisition (SCADA) systems in support of all wastewater and stormwater collection, conveyance and treatment facilities. Oversees the design specifications and guideline documents for MSD Operations Technology (OT) industrial automated process controls and SCADA systems for new construction, rehabilitation or replacement of existing OT assets.
Performs design and submittal review on all projects that include OT system assets to ensure alignment with design specifications and guideline documents. Provides OT systems advanced support during all phases of projects to include coordination with customers, concept and research, estimating support, component selection, network design, panel design, layout, device troubleshooting, PLC and HMI programming, systems integration, startup and commissioning.
Collaborates during design and coordinates project delivery with internal and external customers on capital projects, development projects, and internal organizational projects.
- Identify gaps in department delivery during projects, recommend solutions and assist with implementation.
- Oversee project schedules and resource requirement projections, including professional, technical and administrative contract staff.
- Procure and negotiate professional service agreements and construction contracts for implementation of the department’s administrative tasks and industrial automated controls programmatic activities.
- Communicate and present to the Executive Leadership Team and Board; implement and monitor spending of the department’s operating and capital budgets.
- Provide design and advanced support recommendations to the Operations Control Manager and Automation Controls Specialists.
- Collaborate with the Operations Technology Program Manager to ensure industrial automated process controls and SCADA system design are in conformance with cybersecurity guidelines.
- Develop and maintain OT industrial automated process controls and SCADA design specifications and guidelines.
- Provide direction to consultants, contractors and staff during project initiation, design, construction and lifecycle activities related to OT systems.
- Perform technical analysis activities ensuring adherence to MSD and OT specifications/design standards and local, state, and federal regulations/guidelines.
- Consult and recommend OT staff and contractors on commonly used controls engineering concepts, PLC hardware and logic programming, OIT hardware and configuration, industrial communication network hardware and configuration, SCADA applications, IO drivers, databases, operational graphics, and alarm and security configuration.
- Prepare process instrumentation specifications per application that include level, pressure, flow, temperature, analytical, environmental and other related instrumentation.
- Ensure staff compliance with Standard Operating Procedures (SOP) and work instructions.
- Consult on process historical databases that provide the process data necessary for operations systems analysis and regulatory reporting.
- Collaborate and coordinate with OT staff on controls computers, servers, thin client/servers, OT network switches, routers, fiber optic and copper media, telemetry radios and cellular modem hardware and software.
- Develop, maintain, and review Piping and Instrumentation Diagrams (P&), electrical drawings, control panel layouts, OT network drawings, instrument loop diagrams and other documentation associated with industrial automated process SCADA and OT systems.
- Review processes and equipment; provide input to operations, maintenance and engineering personnel concerning technical issues related to controls, monitoring, and recording instruments and devices.
- Recommend and provide technical training to OT Staff for operational facilities, SCADA, PLC, OIT, process instrumentation, OT networks, computers, servers, thin client/servers, network switches, fiber optic and copper media, telemetry radios, and cellular modem hardware and software.
