This position serves Puritan Apartments in Louisville, KY. We're looking for someone with strong interpersonal and customer service skills who can cultivate positive resident relationships. This role requires a proactive approach in order to maintain compliance with federal and local regulations.

Overview of the position

An Occupancy Specialist manages affordable housing programs by screening applicants, verifying income, calculating tenant rent, conducting background checks, and managing leases. This person ensures compliance with federal/local housing regulations through tasks like annual recertifications, processing move-ins/outs, and maintaining detailed resident records. They act as a liaison between residents, management, and housing authorities, focusing on accurate data entry, reporting, and upholding Fair Housing laws.

Above all, our goal is that residents and prospective residents always receive the highest level of quality service.

Pay: $55k+ bonus potential + monthly phone allowance + competitive benefit package, including a 401(k) employer contribution of up to 5% after 6 months of employment

Responsibilities of the position
  • Processing and maintaining rental files
  • Residents must meet eligibility requirements (as determined by HUD/KHC and the site's Regulatory Agreement) at initial occupancy and then annually thereafter. Third party documentation is required to determine residents' annual anticipated income. This documentation includes all income sources, including income from assets and medical expenses. This information is gathered in a confidential interview with the resident, and a Resident Release for Verification is then forwarded to a third party for completion.
  • When documentation is returned from the third party, information is processed with the use of housing software (Onesite) designed to assist in the calculation of the monthly rental amount to be paid by the resident and HUD/KHC, if applicable.
  • A second interview with the resident is scheduled for discussion of the results and the new monthly rental amount. Careful and clear explanation of the process to determine rents is of utmost importance in this position.
  • The certification process is time-based and must be strictly followed. HUD/KHC regulations dictate the processing, time frames involved, file maintenance, and payment of rental subsidies. The financial stability of the site is directly related to the performance level of this position.
Preparation of the monthly housing assistance payment
  • Subsidy payments made by HUD/KHC are generated from the rental information gathered and discussed above.
  • The housing software integrates the monthly rent paid by the resident and calculates, based on the contract rent for the unit, the amount of rental subsidy to be paid by HUD/KHC on behalf of the resident.
  • A monthly voucher is processed and forwarded to HUD/KHC via the Internet for payment. This voucher includes adjustments for new residents moving into the building, residents moving out of the building, and changes to residents' rents due to the annual recertification process.
  • The Occupancy Specialist tracks the voucher until it is approved for payment by the contract administrator and payment is wired to the site’s operating bank account.
  • Discrepancies that may be noted by the contract administrator must be addressed immediately by the Occupancy Specialist or the contract administrator could hold payment of rental subsidies.
  • The contract administrator dictates strict time frames, and if not followed, rental subsidies are not paid to the site.
