the new orleans redevelopment authority (nora), created by the state of louisiana in 1968 as the community improvement agency (cia), is a public agency charged with the revitalization of under-invested areas in the city of new orleans.
summary of responsiblities
the data quality assurance associate will play a critical role in ensuring the accuracy, integrity, and reliability of data used by the agency for decision-making and public services. This position focuses on validating and maintaining datasets, including spatial data, and supporting data-related workflows. The ideal candidate will have strong attention to detail, experience with data quality processes, and proficiency in geographic information systems (gis).
essential duties
data quality assurance:
• own the transfer/entry of data, documents, and workflows from shared management tools to nora's gis-based database (lama).
• develop and implement data validation procedures to ensure completeness, accuracy, and consistency across datasets.
• perform routine audits and quality checks on tabular and spatial data.
• document data quality issues and coordinate with internal teams to resolve discrepancies.
data management (lama and gis):
• maintain and update spatial datasets in gis platforms (e.g., arcgis, qgis).
• lead map production and spatial analysis for agency projects.
• validate geospatial data for accuracy and alignment with agency standards.
• act as lama superuser to implement changes in database architecture, data entry workflow, and sql report writing.
• work in excel to analyze and organize data for agency projects.
process improvement:
• recommend and implement best practices for data governance and quality control.
• assist in developing workflows and tools to automate data validation processes.
collaboration & support:
• work closely with program managers, department staff, and asset management staff to ensure data meets operational and reporting needs.
• provide technical support and training on data quality and lama-software issues as needed, including nora's vendor lama account technical issues.
• serve as nora's primary contact for its working partnership with the city of new orleans, specific to lama-related relationships.
• lead and own nora's transition from legacy database (lama desktop) to upgraded browser-based lama-rio.
qualifications
required qualifications:
• bachelor's degree in urban planning, gis-related field, information systems, or community development related field.
• 3-5 years of experience in data quality assurance, data management, or gis.
• proficiency with gis software (arcgis, qgis) and spatial data formats.
• advanced proficiency with excel and data wrangling.
• strong understanding of data validation techniques and quality standards.
• excellent attention to detail and problem-solving skills.
preferred qualifications:
• experience with sql and relational databases.
• familiarity with scripting languages (python, r) for data processing and automation.
• knowledge of public sector data standards and compliance requirements.
• experience with web-based project management tools (i.e. Trello) and expert ability to independently solve problems related to web-based tools and applications.
