Job Type: Full time, In Office
Salary Range: $29.75 - $31.50/hr., 35 hours per week, 10am - 6pm shift
First Responder/Essential Employee Status: This position is not defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33:9103 and 33:9124. This position is not designated as Essential Personnel and will not be required to report for duty during major events and/or declared emergencies of any size.
Job Purpose / SummaryReporting to and under the direction of the Personnel Manager, the Personnel Generalist will provide a full range of personnel responsibilities to the OPCD agency. Personnel services include coordinating or performing activities for recruitment and selection of staff, new hire onboarding and processing new hire paperwork in its entirety, and compensation and benefits administration. This position will also provide advice and guidance to staff on complex personnel assignments and issues.
PositionResponsibilities
- Responsible for guiding programs of recruitment, position classification, compensation, and personnel transaction for OPCD employees, providing weekly operational reports to the Personnel Manager.
- Administers agency recruitment and selection process. Identifies and participates in the development of agency’s recruitment strategies, materials, and selection instruments.
- Conducts background checks and employee pre-employment eligibility verifications.
- Conduct and participate in the development of new hire orientation, OPCD-wide or department specific Personnel-related information and training.
- Guide related programs such as new employee orientation.
- Ensures ADA and FMLA compliance.
- Conducts training to supervisory and management staff on issues such as EEO, sexual harassment, wage and hour violations, diversity, and hostile work environments.
- Serves as a resource for managers and employees regarding personnel requirements and changes in employment law, policies, and practices.
- Participate in the investigation of personnel-related complaints and any resulting disciplinary action.
- Collaborate with the management team and staff regularly.
- Analyzes legislation and regulations to determine the effect on personnel programs and services and ensures agency compliance.
- Performs sensitive and confidential administrative duties.
- Processes and approves personnel actions, forms, and reports.
- Manage benefits programs and supplemental insurance reconciliations.
- Other duties as assigned by Personnel leadership or other OPCD Leadership.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in personnel, talent management, and employment law.
- Performs other duties and work as assigned.
- Maintain data and assist with reporting on workforce metrics, turnover, leave usage, and staffing trends.
- Support compliance audits and internal reviews as needed.
- Prepare periodic reports for leadership to support data-driven decision-making.

- Support communication and coordination of internal recognition programs and team-building activities.
- Assist in scheduling wellness, DEI, or leadership development sessions in partnership with internal or external stakeholders.
- Associate’s degree in Human Resources (Personnel), Business Administration, or a related field.
- At least one year of operations, administrative, or bookkeeping experience.
- Proven ability to maintain confidentiality.
- Excellent verbal and written communication skills.
- Excellent time management skills with a proven ability to meet deadlines.
- Ability to prioritize tasks and to delegate them when appropriate.
- Ability to act with integrity, professionalism, and confidentiality.
- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
- Bachelor’s degree in Human Resources (Personnel), Business Administration, or a related field.
- At least two years of Personnel experience are preferred.
- At least two years of operations, administrative, or bookkeeping experience.
- At least one year of ADP experience is preferred.
Tasks require the ability to exert light physical effort, which may involve occasional lifting, bending, kneeling, stooping, pushing, or pulling of objects.
