The Budget Analyst supports the financial planning and operational decision-making of Southern University at New Orleans by performing analytical, technical, and professional work in budget preparation, monitoring, and reporting, in accordance with provisions of the State of Louisiana Division of Administration – Office of Planning and Budget. This position plays a critical role in ensuring fiscal responsibility, transparency, and alignment of institutional resources with strategic priorities.

The Budget Analyst compiles, analyzes, and interprets financial data to assist in preparing and maintaining the University’s annual operating and capital budgets. The incumbent assists departments with budget submissions, monitors expenditures, and prepares reports that inform leadership decision-making.

Essential functions
  • Assist in the preparation, consolidation, and maintenance of the University’s annual operating budget.
  • Analyze departmental budget requests and recommend adjustments to ensure compliance with University policies and fiscal goals.
  • Monitor budget performance, track variances, and prepare monthly and quarterly reports summarizing findings for management.
  • Provide financial analyses, forecasts, and expenditure projections to support short- and long‑term planning.
  • Assist departments and grant administrators with budget revisions, allocations, and expense reconciliations.
  • Prepare budget‑related schedules and documentation for audits, financial statements, and external reporting.
  • Assist in developing and maintaining budgetary control systems and automated financial models.
  • Participate in special projects and ad hoc analyses as assigned by the Comptroller.
  • Recommend process improvements that promote efficiency and accuracy in budget management.
  • Maintain confidentiality of financial information and ensure compliance with all relevant policies and regulations.
  • Other duties as assigned.
  • Strong analytical, quantitative, critical thinking and problem‑solving skills.
  • Advanced proficiency with financial systems and spreadsheet software (e.g., Microsoft Excel, Banner preferred).
  • Knowledge of GAAP, GASB, and higher education budgeting practices.
  • Strong written and verbal communication skills (ability to clearly and convincingly explain complex financial information in writing and verbally to various audiences).
  • Ability to work independently and collaboratively across departments.
  • Attention to detail and commitment to data integrity with a high degree of accuracy.
  • Ability to prioritize tasks and meet deadlines in a dynamic environment.
Work environment

Office setting.

Ability to sit/stand/walk at will; communicate verbally and in writing; use a keyboard; and lift or carry up to 10 pounds.

Required education and experience
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum three (3) years of progressively responsible experience in budget preparation, financial analysis, or related accounting work.
Preferred education and experience
  • Experience in higher education or public‑sector budgeting.
  • Familiarity with state and federal grant funding requirements.
  • Experience with Banner or similar enterprise financial systems.
