Position Overview /DutiesThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service. Qualified candidates may be called for an interview.
This position serves as the Construction Division project engineer. Engages in construction inspection, contract administration, quality assurance, and related activities for construction work as assigned. Monitors construction through reports of subordinates and personally investigates various stages of construction to identify possible problem areas and to solve unusual construction problems. Investigates special construction-engineering problems that may require contract changes, or which could result in a contractor claim or appeal.
Prepares periodic progress reports involving the compilation of data submitted by field personnel to arrive at percentage completion for each contract. Review actual percentage completion in relation to that schedule and evaluate the contractor's progress. Reports unsatisfactory progress to the Resident Engineer. Reviews, processes, and responds to contractor submittals, RFIs, letters, and invoices. Resolves safety and quality control issues with the contractor.
Coordinates Government QA surveys and Government QA testing. Attends preparatory and initial inspection meetings and reviews QC and QA daily reports. Performs quality assurance inspections and quantity verifications.
If selected at a grade-level lower than the full performance (GS-12), duties will be developmental with more supervisory oversight.
Qualifications Specialized Experience Requirement (GS-11)One year of specialized experience which includes
1) reviewing or interpreting engineering project plans; AND
2) reviewing, analyzing, or interpreting contract plans and specifications; AND
3) conducting construction inspections to ensure quality assurance of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-09).
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Civil Engineering, Geotechnical and Geoenvironmental Engineering, Structural Engineering, Transportation and Highway Engineering, Water Resources Engineering.
Combination of
Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
Add the two percentages.
One year of specialized experience which includes
1) planning, executing, or overseeing civil engineering projects; AND
2) conducting construction inspections to ensure quality assurance of projects; AND
3) completing construction contract administration tasks such as reviewing contracts and plans, participating in negotiations, and compiling findings or data; AND
4) advising leadership on matters of significant, controversial, and complex scope. This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-11).
- Degree:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
(b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics;(d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
