Senior Technical Manager, Transportation Planning

Position within WSP USA, U.S., responsibilities include leading technical transportation planning, data analysis, stakeholder engagement, and regulatory compliance across multi‑site projects. The role supports safe movement of people and products, optimized logistics, and equitable, sustainable development.

Key Responsibilities
  • Provide oversight of data collection and analysis for observational, spatial, and environmental datasets.
  • Utilize topographic maps, aerial imagery, GPS data, and visualization tools to assess project sites and impacts.
  • Prepare and review general, specific/master, community, zoning, comprehensive plans, permitting policies, and other technical deliverables.
  • Conduct transportation planning work, investigations, inspections, studies, and surveys for equitable development and demand management.
  • Develop data visualizations (tables, charts, infographics, 3D illustrations) for complex analyses.
  • Prepare applications and represent clients in local and regional jurisdiction approval processes.
  • Coordinate public involvement and consensus‑building meetings; address community questions.
  • Read, interpret, compose, and review Planning Reports, Categorical Exclusions, EA’s, EIRs, and related documents.
  • Oversee cross‑functional teams, managing budgets, hours, expenses, and task completion.
  • Provide research, measurements, and modeling for desk‑based and field investigations.
  • Analyze and interpret data, propose action plans to minimize community and environmental impacts.
  • Collaborate with clients, agencies, and technical staff to offer strategic advice.
  • Develop client base, pursue business opportunities, and lead proposal efforts.
  • Mentor staff for professional growth.
  • Stay current with transportation planning practices and regulations.
  • Adhere to WSP’s Code of Conduct and ethical use of resources.
  • Perform additional responsibilities as required by business needs.
Required Qualifications
  • Bachelor’s degree in Transportation Planning, Urban Planning, Environmental Planning, or related field (or equivalent experience).
  • 10+ years of experience in transportation planning, general/master plans, zoning code updates, public involvement, and regulatory compliance.
  • Advanced proficiency with the transportation project development cycle from planning to implementation.
  • Expertise reviewing surface transportation projects, program cost estimates, and strategic local/regional transportation plans.
  • In‑depth knowledge of planning in specific ecosystems, geographies, networks, systems, and modalities.
  • Extensive experience with approval processes, zoning laws, permitting requirements, and regional/state/federal regulations.
  • Demonstrated technical competence leading permitting and approval for assigned planning projects.
  • Advanced consulting skills and experience coordinating with clients, regulatory agencies, subcontractors, and technical staff.
  • Ability to work independently and lead mid‑level to senior level teams with strict QA/QC.
  • Proficiency in reviewing and preparing complex technical deliverables.
  • Strong self‑leadership, communication, and interpersonal skills for all organizational levels.
  • Experience with discipline‑specific software (CAD, ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch‑Up).
  • Proficiency with business writing, office automation, and technology tools.
  • Extensive critical thinking and problem‑solving skills.
  • Track record of workplace safety compliance and adherence to WSP’s health, safety, drug/alcohol, and harassment policies.
  • Flexible to varied schedules and ability to prioritize under pressure.
  • Occasional travel may be required.
Preferred Qualifications
  • Master’s degree.
  • Professional licensure or certification.
