Purpose:
The assignment is to assess execution, support efficiency of execution, develop plans with the contractors to mitigate issues, and evaluate and negotiate resolutions to change orders. The mega projects this role is expected to manage are approximately $3.4 billion combined, including project sizes of approximately $2.0 billion and $1.4 billion.
This role will coordinate construction projects by interfacing with the client construction team and contractors selected from bidding processes through project completion. The position will identify and manage contract resources to support construction QA/QC, ensuring timely and cost-effective construction from conception to completion. The role will ensure scope changes or changes orders from the final purchase order are identified, managed and negotiated to an amicable resolution with the contractors executing the project.
This position is based onsite in Plaquemine, Louisiana in a manufacturing plant environment.
- Facilitates construction bidding process including maintaining bidder lists appropriate for the project scope and size.
- Monitor construction progress and communicate with construction managers to ensure any concerns or changes in job scope are well defined and understood by both client and the contractor.
- Assist construction team with communication of any concerns developing to ensure good relationships are maintained during the construction process.
- Identify and coordinate employment of construction support contract resources needed at each stage of the project for QA/QC.
- Evaluate and coordinate with purchasing to negotiate reasonable settlement of any change orders received during the construction process.
- Select and evaluate contractors on their ability to perform the work, financial condition, and safety commitment.
- Execute secrecy agreements and contract negotiations in collaboration with Purchasing Department.
- Serve as liaison between engineers and contractor superintendents.
- Work within schedules and budgets.
- Utilize drawings and specifications furnished by Engineering.
- Review requisitions, time sheets, construction orders, invoices and budgets for accuracy and control.
- Act as Project Manager directing the efforts of mechanical field personnel, including planning, scheduling and expediting to keep projects moving toward completion.
- Receive bid packages, arrange site visits, and clarify drawings and specifications.
- Review quotations for price, note exceptions, and determine compliance with specifications; recommend contractors and vendors to purchasing with target delivery dates and prices.
- Expedite vendors to furnish certified or approved drawings for approval after purchase orders are awarded.
- Review selected vendor drawings and provide comments and recommendations to Engineering.
- Clarify drawings, changes in scope of work, and supply information from the field.
- Ensure conformance to local, state, and federal regulatory requirements.
- Ensure contractors follow plant safety rules and take action to protect the plant and its personnel during construction.
- Participate in the plant safety program promoting monthly safety themes, safety rules and safety meetings to ensure construction procedures satisfy standards of local, state and federal laws/regulations as well as plant rules.
- Report environmental incidents and take appropriate corrective action.
Technical/Industry Experience and Qualifications Requirements:
- Large project experience greater than $500M required.
- Advanced knowledge of construction management processes, means and methods.
