Responsibilities

The Manager of Proposal Development and Clinical Projects is responsible for managing the development of grant proposals, funding requests, and clinical initiatives that support organizational growth, service innovation, and improved client outcomes. This hybrid role combines strong writing, coordination, and strategic thinking skills with clinical insight and project management expertise. The manager collaborates with cross-functional teams—including clinical leadership, development, finance, compliance, and quality—to ensure proposals are aligned with organizational capacity and strategic goals.

This role also leads or supports clinical projects such as pilot programs, workflow improvements, EBP rollouts, and reporting initiatives. Success in this position requires the ability to translate complex ideas into compelling narratives, organize competing priorities, and foster collaborative, mission-aligned execution.

  • Manages the end-to-end development of grant proposals and funding applications, ensuring timely submission and alignment with funder requirements
  • Works with clinical and executive leadership to develop proposal narratives, logic models, outcomes, and budgets
  • Coordinates internal stakeholders to gather data, documentation, and content for funding requests and project reports
  • Leads or supports clinical projects such as program pilots, system enhancements, or quality improvement initiatives
  • Develops timelines, workplans, and tracking systems to ensure deliverables are met for both proposals and projects
  • Translates clinical concepts and community needs into compelling written materials
  • Supports outcome tracking and reporting related to funded programs or clinical initiatives
  • Collaborates with finance and development teams to ensure budget accuracy and sustainability planning*
  • Develops briefing materials, summaries, and presentations for internal and external stakeholders
  • Participates in project evaluation efforts and contributes to continuous improvement processes
Qualifications
  • Bachelor’s degree (BA/BS) in public health, social work, psychology, communications, or a related field and (5) five or more years of relevant experience required; or equivalent combination of education and experience to include:
  • Minimum of (5) five years of experience in grant writing, proposal development, clinical program management, or related roles
  • Experience managing cross-functional projects or initiatives in behavioral health or healthcare
  • Strong understanding of clinical documentation, evidence-based practices, and client-centered program models
  • Proven track record of securing funding through successful proposal development
  • Familiarity with government and foundation funding sources (e.g., DHCS, SAMHSA, county contracts)
  • Strong organizational, writing, and communication skills
  • Experience with project management tools and software preferred
  • Knowledge of health equity, trauma-informed care, and community mental health models is a plus
