Join The People Concern and serve individuals experiencing homelessness in the Burbank, CA region. This full‑time, exempt management role reports to the Senior Director, Project‑Based Housing and oversees the Intensive Case Management Services (ICMS) teams that provide trauma‑informed, harm‑reduction care for subsidized housing clients.

Responsibilities
  • Provide clinical and administrative supervision to Bachelor‑level Case Managers and Master‑level Clinical Case Managers.
  • Facilitate weekly ICMS team meetings and case consultation, employing trauma‑informed care and harm‑reduction approaches.
  • Collaborate with Housing Department teams, DHS supports, and community partners to develop creative interventions that improve the safety and well‑being of marginalized clients.
  • Assist with client crisis management, including assessment for voluntary and involuntary psychiatric hospitalizations.
  • Be available to respond to emergency calls and situations on a 24‑hour basis with support from direct clinical supervisor and Housing Department Directors.
  • Ensure all documentation, charting, and data collection for program clients is complete, timely, and accurate through ongoing audits of electronic databases and chart reviews.
  • Provide budgetary oversight of program administration, ensuring revenues and expenses stay within the annual budget.
  • Screen, assess, and enroll new clients, orienting them to program policies, resources, and goals.
  • Guide case managers in linking clients to appropriate services, securing housing, and accessing medical, mental health, and substance use resources.
  • Offer support and containment to the ICMS team during client death or traumatic incidents, coordinating debriefings as needed.
  • Complete all annual reviews in a timely manner.
  • Lead hiring and staffing of the ICMS team, ensuring diverse and equitable practices that reflect the population served.
Qualifications
  • MSW, MFT, LPCC, or PsyD registered with the California Board of Behavioral Sciences (BBS).
  • Minimum of two full‑time experience working with homeless populations, preferably those with mental illness and/or substance addictions.
  • Two years supervisory experience managing staff.
  • Current, valid California driver’s license with an acceptable driving record.
  • Availability to be on call 24/7 with support from direct clinical supervisor and Housing Department Director.
Work Environment
  • Field setting with occasional travel; main office environment for meetings and documentation.
  • Regular standing, bending, and lifting up to 35 lbs.
  • Exposure to busy, loud environments and outdoor elements such as cold, heat, dust, noise, and odor.
