Scope of workThe WISH Policy and Systems project is supporting efforts to strengthen the use of demographic evidence for sectoral planning and budget decision‑making in Nigeria through the development of concise, sector‑specific communication tools. The project will develop demographic guides that incorporate the right message for different audiences, showing the linkages between demographic data and decision making in specific sectors. The consultant’s role will support development of these guides as key evidence materials to inform planning and budgeting.
The specific objectives of this activity are to:
, with one tailored for technical planners/administrative staff and another simplified version for high‑level decision‑makers (Political leadership e.g. Ministers).
To support development of the guides, the consultant will:
- Advanced degree (Master or PhD) in Demography, Economics, Public Policy, Sociology, or related fields.
- At least 10‑15 years of experience in data use for policy and planning, including qualitative methods such as key informant interviews and focus group discussions.
- Strong analytical and quantitative and qualitative skills with the ability to interpret large datasets.
- Familiarity with population and health surveys e.g., DHS, census data etc.
- Proficiency in data analysis software such as SPSS, Stata, R, or Excel.
- Familiarity with government planning and budgeting processes in Nigeria.
- Demonstrated understanding of Nigeria’s institutional and political context.
- Excellent analytical, facilitation, and reporting skills.
- Attention to detail and commitment to data accuracy and quality.
- Ability to manage multiple tasks and meet tight deadlines.
- Excellent communication skills (written and oral) in English; proficiency in one or more local languages e.g. Hausa, Igbo and Yoruba are a strong asset.
