Primary

Responsibilities & Accountabilities
  • Compliance/HUD/TCAC. All duties related to processing tenant applications including marketing the property, accepting and receiving applications, qualifying applicants by checking credit and criminal background, previous landlord and other references, verifying income, maintaining waiting list, showing apartments and reviewing lease contracts with tenants.
  • Annually re‑certify tenants by the effective date.
  • Review and prepare for audits from regulatory agencies and investors by ensuring that all internal and regulatory compliance requirements are followed and completed.
  • Attend training classes and seminars to stay current with appropriate property required certification.
  • Maintain tenant and unit files in accordance with regulations.
  • Ensure compliance with the Fair Housing Act as it pertains to leasing, applicants and the waiting list.
  • Complete move‑in files for approval.
  • Work closely with property management personnel and assist in training.
  • Provide requested documentation for completion of reporting, including Urban Futures Reporting, CDLAC, & TCAC.
  • Assist Community Manager with preparation of federal, state and local audits.
  • Walk units to ensure move‑in ready in accordance with Abode Communities policies and procedures.
  • Provide training to new staff as needed.
  • Provide preliminary review of files before submission to third‑party agency.
  • Conduct onsite review of all properties adhering to policies, regulatory agreements, waitlist, move‑in files, annual recertifications, resident files, and filing systems as needed.
  • Ensure rent increase notices are distributed on time as required.
Property Lease Ups
  • Organize, track and collaborate new lease ups.
  • Complete lease/renewal paperwork to ensure completion to company standards.
  • Explain lease information to residents.
  • Work closely with Compliance team to ensure resident files are properly assembled and audit‑ready.
  • Walk apartment units prior to showing and occupancy by resident.
  • Submit daily, weekly and monthly leasing reports as required.
  • Maintain professional communication with residents, applicants, and other stakeholders.
  • Report all property issues, leasing objections, and potential liabilities along with recommendations for solving such issues to Regional Manager.
  • Prepare and maintain complete resident and general office files; keeping proper documentation at all times.
  • Special Project as assigned by Director of Property Operations or designee.
Qualifications
  • 5 years’ experience in Affordable Housing; compliance knowledge required.
  • College Degree preferred. High School Diploma required.
  • Minimum of one certification desired out of:
    National Affordable Housing Professional Certification (TCS), HCCP, COS (Certified Occupancy Specialist), or CPO (Certified Professional of Occupancy).
  • Strong working knowledge of Section 42 of the Internal Revenue Code, CTCAC Compliance Manual, HUD Handbook (Section 4350.03) and other applicable guidebooks.
  • Team player but can work independently.
  • Good communication skills, verbal and written.
  • Valid California Driver’s License and insured vehicle.
