Position: Area Manager – Multiple Locations

Role purpose
  • The Area Manager for Khartoum, Wadi Halfa, Nyala, and Ede’en is responsible for providing effective management oversight of the implementation of UPO programme plans in these areas, through both direct and partner-led activity implementation.
  • The post holder will have firm oversight of finance, human resources, and operational systems, and will ensure effective representation of UPO to local authorities, INGOs, NGOs, and other relevant forums. They will be a high-performing team builder, sensitive to the cultural, political, and security environment in the area.
  • The Area Manager is also responsible for staff development, identifying needs and resources, and elaborating programmatic recommendations in line with UPO’s national and global priorities. They will ensure that high-quality programs are delivered, reaching the most vulnerable and at-risk populations across UPO’s program and project areas. This includes ensuring robust monitoring, financial oversight, personnel and administrative management, and effective partnership coordination within the Area Office, in close consultation with the Program Operations Director and the MEAL team.
  • The post holder will ensure that award and fund tracking mechanisms are in place at the area level, that quality reports are prepared and submitted in a timely manner, and that corrective measures are taken proactively when needed. They will also ensure that Partners’ Annual Plans are fully aligned with the Country Strategic Plan and UPO’s Theory of Change.
  • The Area Manager will oversee the management of all Partner Organizations in the area and support the Program Operations Director to ensure smooth phase-in, phase-over, and phase-out processes. They will also be responsible for overall area-level coordination, collaboration, and linkages with government entities, UN agencies, donors, NGOs, and civil society for joint advocacy and the smooth implementation of programs.
  • Additionally, the Area Manager will contribute to emergency response efforts and ensure that learning and emerging issues from the area are effectively communicated to the Program Operations Director, contributing meaningfully to the achievement of the organization’s goals.

Key responsibilities

  • Manage all programmes in the designated area (resilience, development and humanitarian), draw project implementation plans, assess progress of implementation of activities against plans on monthly basis, and document the progress and action corrective measures as and when required. Take the lead in demonstrating practices for quality program implementation.
  • Provide clear directions/guidance to the area and partner organization’s team in designing cost effective, result oriented projects/programs, in collaboration with government (if required) for long lasting impact on target beneficiaries in line with members’ country requirement.
  • Oversee baseline surveys, beneficiaries’ satisfaction surveys and endline surveys, regular monitoring, review and evaluation conducted by the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator and team.
