Overview
DEFINITION
:
Plans, manages, and directs a division responsible for the administration of HR functions including recruitment and selection, classification and compensation, labor relations, employee relations, training and development, personnel administration, HR information systems and analytics, and employee benefits.
SUPERVISION
:
Works under the administrative direction of the Director of Human Resources. Exercises general supervision over assigned professional, paraprofessional, technical, and clerical staff.
Note:
There are currently two vacancies for this classification; one vacancy resides in the Administrative Services Division; the second vacancy resides in the Employment and Classification Division.
- Manages the recruitment and selection of City staff in accordance with local, state, and federal requirements, including coordinating recruitment and examination activities for highly complex or executive-level classifications.
- Assists the Chief Negotiator in the negotiation of wages, hours, and other terms and conditions of employment with recognized bargaining units. Acts in the capacity of the City’s Chief Negotiator, as assigned.
- Develops and recommends strategy for negotiations of MOUs with recognized bargaining units, formulates and implements bargaining strategies, and ensures MOU provisions are implemented by operating departments.
- Manages the City's classification and compensation plan, including supervising studies, data collection and analysis, and salary recommendations aligned with City policies.
- Directs functions related to administration and processing of employee assignments, personnel records, workforce analytics, and records management systems.
- Oversees disciplinary matters, training, performance management, and related CIIP content; provides guidance to management and supervisory personnel.
- Oversees development and administration of staff development and training programs.
- Plans, implements, and monitors information and reporting systems for programs and projects to ensure compliance with statutes, guidelines, contracts, and plans.
- Oversees discrimination and harassment investigations and liaises with the City Attorney’s Office regarding investigations and discipline.
- Oversees the department’s annual budget and performs complex financial analyses and reports; coordinates division budgets and final department budget approvals.
- Plans, coordinates, and directs the City’s employee benefits programs, including carrier coordination, policy changes, and rate negotiations.
- Performs other duties as assigned.
Knowledge of: Principles and practices of HR administration, supervision, laws and regulations, report writing, customer service, collective bargaining, investigative techniques, financial management, office software, HRIS, research methods, and diversity initiatives.
Ability to: Negotiate union contracts; implement projects and programs; analyze and recommend policies; stay current in HR developments; represent the department; exercise judgment; build relationships; plan, organize, and supervise; communicate effectively; ensure compliance; maintain HR records; investigate complaints; work with diverse populations; act with DEI principles.
RequirementsMinimum Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of recent, paid, professional-level public sector HR experience in areas including employee relations, personnel administration, labor relations, recruitment and selection, classification and compensation, benefits administration, or training and development. Two of the required years must include supervising professional staff.
Licenses and Certificates: Possession of a valid Class C driver license or ability to use an alternative method of transportation.
