Description

Provides executive direction of the construction management or procurement activities for implementation and execution of major Metro capital transit projects or agency‑wide procurement procedures. The Senior Executive Officer, Project Management in Systems Engineering will be responsible for managing and overseeing LA Metro's Rail & Bus Systems Engineering Department. Proven knowledge and management experience in Traction Power, Overhead Contact Systems, Train Control, Communication systems, Mechanical and Electrical systems is an essential requirement.

Examples of Duties
  • Directs and manages performance of construction management or procurement services by Metro staff, consultants, and contractors
  • Negotiates contracts, change orders, and/or claims with contractors
  • Establishes and monitors short- and long‑range project goals, budgets, schedules, progress, and strategies
  • Coordinates third‑party related matters and public affairs activities
  • Reviews and approves contract documents
  • Ensures construction meets operations and maintenance quality standards and expectations
  • Manages claims resolution
  • Sets and implements construction management or procurement project policies, procedures, safety and work standards, and controls
  • Ensures cooperation and coordination of services amongst departments to achieve agency‑wide goals and objectives
  • Provides recommendations, technical assistance, and information to the Board of Directors, executive management, and departments related to Metro's construction management, procurements, and/or acquisition strategies
  • Ensures compliance with Metro policies and procedures and applicable federal, state, and local regulations and laws
  • Prepares and presents reports to executive and management staff, the Board of Directors, and outside regulatory agencies
  • Represents Metro at meetings, conferences, and public events
  • Supervises, trains, mentors, and motivates assigned staff directly or through subordinate management
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees
  • May be required to perform other related job duties
Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year‑for‑year basis. A typical combination includes:

Education
  • Bachelor's Degree in Engineering, Business, Public Administration, or a related field;
    Master's Degree in a related field preferred
Experience
  • Eight years of relevant senior management‑level experience in the design and/or construction of major capital projects or procurement services
Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions
Preferred Qualifications
  • Experience managing complex transit infrastructure projects including light rail transit, heavy rail transit, and bus rapid transit
  • Experience managing the design, construction, and testing of Traction Power, Overhead Contact Systems, Train Control, Communication Systems, and Mechanical and Electrical Systems
  • Experience building and managing large teams of agency staff and consultants in engineering and construction support for large transit infrastructure projects
