About The Position

The Chief Compliance Officer provides executive leadership to ensure the integrity, accountability, and effectiveness of the Court’s administrative and financial operations. The position directs a dedicated team responsible for auditing, compliance reviews, and adherence to applicable federal, state, and local regulations. The role also serves as the Court’s safe keeper of assets and ensures compliance with governmental audit standards.

Core responsibilities include evaluating organizational risk and business operating controls through a risk-based Annual Audit Plan covering 36 courthouses and business offices for an agency with an annual operating budget of approximately $1 billion, with collection and distribution statutory responsibilities exceeding $0.5 billion annually, and a portfolio in excess of $1.1 billion in court-ordered debt collections and cost studies and rate assessments for cost-recovery court activities in compliance with statutory guidelines.

Additionally, the Chief Compliance Officer oversees the Court’s Grant Management Unit, which assesses strategic alignment and resource availability for potential grant opportunities and coordinates the preparation and submission of grant applications. Following grant awards, the unit manages and coordinates administrative grant functions, including compliance monitoring, reporting, renewals, and support for grant-funded implementation. The position works closely with executive leadership and may partner directly with the Court Executive Officer on highly sensitive matters.

The role also performs special assignments for the Chief Deputy of Finance and Administration, drawing on extensive knowledge of Court operations, financial systems, and administrative practices.

Key Responsibilities
  • Communicate complex financial and business concepts clearly to stakeholders and audiences, translating policies and regulations into understandable guidance that builds trust across the organization.
  • Prepare clear, accurate, and defensible written reports grounded in Court, State, and Federal regulations, presenting fact-based analyses and well-reasoned recommendations to improve Court financial and business processes.
  • Engage primarily with Court executive leadership and senior management, tailoring communication and recommendations to support informed decision-making at the highest levels.
  • Apply broad technical knowledge across Court operations, including audit, finance, accounting, human resources, purchasing, and core Court business processes, plus relevant government and external agency requirements (e.g., FEMA/OES, State and County finance practices).
  • Analyze and interpret complex regulatory and financial frameworks, including GASB pronouncements and California financial practices, to ensure compliance and sound financial management.
  • Evaluate Court business processes for regulatory compliance and operational efficiency, identifying risks, assessing controls, and recommending enhancements.
  • Provide strategic and tactical leadership at both enterprise and operational levels to support sound financial and business practices.
