Environmental Project Manager – Water Business Group
The Environmental Project Manager will provide experienced technical and client leadership for large‑scale projects within HDR’s Water Business Group. The role involves leading HDR environmental sciences & planning staff, CEQA & NEPA practitioners, and other multi‑disciplinary teams, while working closely with HDR leadership to drive program development in Southern California.
Key responsibilities include managing the preparation of CEQA & NEPA documents, supervising sector activities, tracking personnel development, and ensuring quality control. The position requires strong CEQA & NEPA technical expertise, experience with integrated water resources planning, and a balanced portfolio of business‑development skills.
Responsibilities- Manage the preparation of small to large‑scale CEQA & NEPA documents for a wide range of water resource project types.
- Supervise and coordinate sector activities, recommend measures to improve performance and efficiency, and manage staff utilization and profitability.
- Track personnel actions and staff development, supporting recruiting, hiring, and training of assigned staff.
- Lead and manage quality control, ensuring quality work is planned and organized through a proactive project management system and implementing corrective measures as needed.
- Provide hands‑on mentoring to bridge technical resources and client requirements, ensuring appropriate leadership and supervision on technical assignments.
- Collaborate with client development leadership to prioritize marketing and business‑development efforts.
- Champion a quality culture within the sector organization and production teams serving water business group clients.
- Direct technical messaging and professional attendance at professional organizations and industry events.
- Promote the Drive to Zero culture, prioritizing staff and client safety.
- Interpret, implement, and enforce company policies.
- Perform other duties as needed.
- BS or BA degree with a minimum of 7 years’ experience in CEQA & NEPA documentation, regulatory compliance, and permitting.
- Master’s degree in environmental science, water resources, or related field.
- Substantial CEQA & NEPA experience with Southern California water agencies and state/federal agencies.
- Experience writing proposals, developing scopes of work, budgets, and schedules for complex environmental projects with multidisciplinary teams.
- Minimum of 2 years of project management experience.
- Proficiency with MS Office, Microsoft Project, Teams, GIS, and NPDES permit compliance monitoring.
- Experience with habitat restoration planning, water supply planning, and knowledge of California, Nevada, Utah, Arizona, and/or New Mexico markets.
- Bachelor’s degree in a related field.
- 7 years of related experience.
- Minimum of 2 years of project management experience.
- Strong interpersonal, organizational, project‑management, and communication skills (written and verbal).
- Commitment to active participation in HDR’s employee‑owned culture.

Compensation$122,000 – $182,000 (depending on skills, experience, education, and geographical location)
