Position Overview

We are seeking a proactive and organized License Project Manager to join our team in Los Angeles, CA (preferred location) or Huntsville, AL. The License Manager plays a vital role in managing software licenses, contracts, and intellectual property rights critical to mission success.

Contract Overview

Golden Dome is a national‑level, whole‑of‑nation initiative focused on next‑generation homeland defense capabilities. This fast‑paced position focuses on developing innovative software for the Space‑Based Interceptor mission.

Key Responsibilities
  • License Management and Compliance:
    • Track, manage, and ensure compliance with software licenses, subscriptions, and agreements across program assets.
    • Review licenses for expiration, renewal, and adherence to DoD and corporate policies.
    • Enforce licensing usage restrictions and vendor agreements.
  • Contract Negotiation and Vendor Coordination:
    • Support negotiations with software vendors for optimal licensing terms, costs, and scalability.
    • Validate license entitlements and resolve discrepancies with vendors and procurement teams.
  • Optimization of Assets:
    • Conduct usage audits to identify under‑ or over‑utilized licenses and control costs.
    • Recommend license optimization strategies, including consolidations and term adjustments.
  • Data Management and Reporting:
    • Maintain detailed records of license agreements, contracts, and usage metrics in centralized repositories.
    • Provide regular reports to program leadership on status, costs, and utilization.
  • Tool and Process Implementation:
    • Implement and manage SAM tools to streamline tracking, monitoring, and reporting.
    • Develop SOPs for license acquisition, renewal, termination, and usage.
  • Collaboration and Stakeholder Engagement:
    • Work closely with IT, procurement, legal, and finance teams to align licensing strategies with program objectives.
    • Maintain open communication to address licensing questions and risks.
  • Risk Mitigation and Compliance:
    • Mitigate risks related to software usage and intellectual property through proactive license management.
    • Ensure compliance with DoD cyber security frameworks and standards.
  • Basic Qualifications
    • Bachelor's degree in Business Administration, Information Technology, or related field (or equivalent professional experience).
    • 15+ years of experience in software license management, asset tracking, or contract management, preferably within DoD or highly regulated industries.
    • Familiarity with SAM tools and frameworks (e.g., Flexera, Snow Software, Service Now).
    • Strong understanding of licensing agreements, subscription models, and intellectual property rights.
    • Familiarity with DoD acquisition and contracting processes, including FAR/DFARS regulations.
    Skills Required
    • Exceptional organizational and detail‑oriented skills for managing complex licensing portfolios.
    • Strong analytical skills to assess utilization trends and recommend optimization.
    • Excellent communication and negotiation skills for vendor and stakeholder collaboration.
    • Ability to work independently and prioritize tasks in a dynamic program environment.
    Required Security Clearance
    • Active Top‑Secret clearance with SCI eligibility.
    • 5 years prior experience for access to SAP or CAP; at least 1 year in the last 5 years.
