Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Duties Help
* Performs Eared Value Management Systems (EVMS) analysis and surveillance.
* Performs cost estimating, cost analysis, and cost studies.
* Responsible for inputs during the Program Objectives Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB), or financial plans for assigned area.
* Responsible to assigned organization's leadership for the status and progress of work and day-to-day adjustments in accordance with established priorities. Requirements Help Conditions of employment

* This position has been designated as an acquisition position and is covered by the Acquisition Professional Developmental Program (APDP).
* The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act DAWIA) requirements applicable to the duties of the position
* The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft to attend conferences and meetings.
* Safeguards classified or sensitive budget/cost-related information and/or files.
* Employee may be required to work overtime.
* Employee is expected to meet Continuing Acquisition Education requirements. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of USA, OSD and Federal financial processes, including knowledge of the Congressional budget process as it relates to the formulation of multi-year budget plans and timetables to achieve established mission objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,

SKILLS AND ABILITIES

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of budget formulation and submission requirements. Knowledge of budget obligation and expenditure concept.
* Knowledge of cost and schedule performance measurement concepts. Knowledge of contractor system requirements for earned value management systems.
* Skill applying budget formulation concepts to generate cogent documents. Skill in describing the results of contractor cost and schedule performance analysis.
* Skill in evaluating the output of computer tools and adjusting for program conditions. Skills in identifying and analyzing cost effectiveness relationships between all aspects of financial management which are subject to significant and continuing flux over time.
* Ability to evaluate acceptability of a submitted budget requirement. Ability to communicate effectively the results of evaluations and analysis.
* Ability to adapt models and techniques to changing program requirements. Ability to consider and analyze the intent of financial and program legislation and impacts of financial actions upon the finances of contractors. PART-TIME OR UNPAID
