Job Description And Duties

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each full-time employee shall receive a reduction in pay in exchange for PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the reduction in pay. SEIU Bargaining units (1, 3, 4, 11, 14, 15, 17, 20, 21) will receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 per month.

The Department of Financial Protection and Innovation is recruiting for one, Full-time Financial Institutions Manager position within the Division of Consumer Financial Protection's Debt Collection Program. This position is to be located in either Sacramento, Los Angeles or San Diego office. This recruitment may be used to fill subsequent vacancies for this position within the next 180 days.

Under the general direction of the Senior Deputy Commissioner, Consumer Financial Protection and Deputy Commissioner, Debt Collection Program, the Financial Institutions Manager (FIM) acts as a statewide coordinator for administration, licensing, and enforcement of matters relating to the California Consumer Financial Protection Law (CCFPL) and the Debt Collection Licensing Act (DCLA). The FIM manages a group of examiners and analysts’ who assists in the organization, planning, and direction of statewide licensing and assists in the general administration of the Debt Collection program and makes recommendations concerning technical and policy matters.

Minimum Qualifications

Experience:

One year of experience in California state service performing professional examination duties of a class at a level of responsibility equivalent to that of a Senior Financial Institutions Examiner or Financial Institutions Supervisor.
Or

Experience:

Two years of experience in California state service performing professional auditing or examination duties of a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range

C.
Or

Experience:

Five years of increasingly responsible professional auditing or examination experience, including three years supervising a staff of accountants, auditors, or examiners. (Experience in California state service applied toward this requirement must include two years performing the duties in a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range

C.)
and

Education:

Equivalent to graduation from college with a specialization in accounting, business administration, economics, finance, or a related business/management specialization.
