We are seeking a Project Engineer to join our growing SCE&S team. The ideal candidate will coordinate and manage the execution of civil site development and infrastructure projects — from plan review through construction — helping to ensure projects are completed on time, within budget, and in compliance with design specifications, local regulations, and client expectations.

The Project Engineer will serve as a key liaison between internal engineering staff, survey crews, survey/staking teams, contractors, clients, and regulatory agencies. This is a hands-on, dynamic role combining technical civil engineering, project management, field coordination, and quality control.

Key Responsibilities & Duties Project Planning & Coordination
  • Assist in development of project scopes, work plans, and schedules.
  • Coordinate with internal staff (survey, design, permitting) as well as external stakeholders (clients, contractors, subcontractors, regulatory authorities).
  • Attend and participate in project kickoff meetings, progress meetings, and on-site meetings.
  • Support cost estimation, budgeting, and resource allocation.
  • Monitor project progress against schedule and budget; identify risks and implement mitigation plans.
Technical Oversight & Quality Control
  • Review and interpret civil engineering drawings, plans, and specifications (grading, sewer, water, storm drain, streets, utilities, retaining walls, etc.).
  • Oversee and coordinate surveying and construction staking operations (e.g., rough grading, final grade staking, utility layout) with survey crews.
  • Perform site inspections to ensure construction is in compliance with plans, specifications, permitting requirements, and environmental regulations (e.g., storm water, SWPPP, floodplain).
  • Manage submittals, requests for information (RFIs), and changes during construction; coordinate with contractors, designers, and clients to resolve technical issues.
  • Maintain accurate project documentation: submittal logs, contract documents, drawings, change orders, reports, as-builts, and record drawings.
Regulatory Compliance and Permitting Support
  • Assist in obtaining required permits and approvals from local municipalities or regulatory agencies.
  • Ensure design and construction practices meet relevant codes, environmental standards, storm-water regulations, and MS4 requirements (where applicable).
Client & Stakeholder Communication
  • Serve as a primary point of contact for clients, contractors, survey crews, and regulatory agencies during project execution.
  • Provide regular status updates, progress reports, and recommendations for cost- or schedule-related adjustments.
Construction Support & Closeout
  • Work closely with construction crews, surveyors, and subcontractors to support field operations, staking, grading, utility layout, and other civil site work.
  • Help coordinate project close-out activities: final inspections, as-built documentation, permit signoffs, record drawings, and project hand-off.
Continuous Improvement & Value Engineering
  • Provide input during design and planning to identify cost-saving alternatives, more efficient construction approaches, or other value engineering opportunities.
  • Help develop and maintain company best practices for project execution, documentation, and field coordination.
Qualifications & Skills
  • Bachelor’s degree in Civil Engineering (or related discipline).
  • 7 years (or more) of relevant experience in civil site development, land development, or infrastructure projects. Experience with grading, utilities, storm drainage, or land surveying is a strong plus.
  • Familiarity with civil engineering design plans and technical drawings: grading plans, utility plans (water, sewer, storm), street plans, retaining walls, SWPPP/hydrology plans.
  • Knowledge of land surveying and construction staking processes strongly preferred (e.g., interpreting survey data, working with survey crews, coordinating staking layout).
  • Solid understanding of local regulatory and environmental requirements (stormwater management, SWPPP, floodplain, grading & drainage, permitting).
