Overview

This position is for supporting E2’s Utility Clients. The Estimator will work with a Team Lead to develop cost estimates from conceptual design through construction; monitor and reconcile the estimates as the design progresses; participate in pre‑award value engineering and constructability review discussions; and once the contract is awarded, will review change order proposals, develop fair and reasonable recommendations, negotiate changes with the contractor, and prepare the record of negotiation documentation.

Responsibilities
  • Develop estimates from pre‑FEED information as well as detailed engineering packages.
  • Proactively reach out to others involved in pre‑FEED to gather sufficient information to develop an initial estimate.
  • Develop conceptual cost estimates from preliminary planning documents and sketches, price alternatives and options, and offer opinions of probable cost for different phasing scenarios.
  • Actively reconcile internal estimates with those prepared by third parties; engage the third‑party entities in an informative, collaborative reconciliation; and communicate the results of the reconciliation effort.
  • Establish a routine reporting cycle that clearly communicates when an estimate changes and why.
  • Prepare and review material take‑offs from planning documents and engineering drawings.
  • Prepare detailed breakdowns of components and elements of estimates for systems and subsystems.
  • Prepare estimates using unit rates for man hours, labor dollars, material dollars, and construction equipment dollars, performing all‑in unit cost determination, including extensions, standard factors, overhead rates and fees.
  • Accumulate, evaluate and document historical cost data for the development of future estimates.
  • Prepare and/or review the final Engineer’s estimate. Review contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
  • Coordinate and liaise with project management and project engineering personnel throughout the estimate development. Train estimating personnel when necessary.
  • Participate in negotiation meetings with the contractor, seeking early points of agreement and documenting them; determine points of disagreement and the path to resolution; and develop the record of negotiation documentation.
  • Support the change management process for projects that are underway or being planned.
  • Review change order proposals and assist with determining merit.
  • Review the scope specified within the proposal to ensure it includes appropriate scope.
  • Review labor rates to ensure conformance to the contract specifications.
  • Review labor productivity to ensure labor hours are in conformance with working restrictions, overtime is appropriate, etc.
  • Review quantities to ensure a fair and reasonable representation of additional scope, as well as possible credits.
  • Review material pricing and validate against pricing references.
  • Review pre‑purchased material or equipment and/or equipment rental rates against fair and reasonable pricing references.
  • Review contractor mark‑ups to ensure correct mark‑ups are used and that no mark‑up caps are exceeded.
Hardware/Software Knowledge
  • Must have Heavy Bid experience.
  • Thorough familiarity with MS Office suite:
    Word, Excel, PowerPoint, and Outlook.
  • Proficient with large‑scale estimating software.
  • Experience with Adobe Acrobat is required.
  • Knowledge of various contracting methods such as Design/Bid/Build (DBB), Design Build (DB), Construction Management At Risk (CMAR), Guarantee Maximum Price (GPM).
