Overview
Investigates environmental issues, researches solutions to complex environmental remediation strategies with the contributions of consultants, and enforces environmental laws and regulations for Metro facilities, initiatives, and capital projects. This includes the investigation and coordination for complex construction projects to ensure environmental regulatory compliance on LACMTA programs and projects. Engages with consultants and contractors on environmental issues for Metro programs and initiatives.

- Provides project support by testing, monitoring, and reporting on environmental aspects and sustainability goals while coordinating with internal and external stakeholders
- Reviews agency environmental performance and provides recommendations for improvements
- Prepares, reviews, and administers contracts, design plans, proposals, requests for qualifications, specifications, status reports, and budgetary plans
- Reviews, evaluates, and recommends system-wide environmental documents, such as Environmental Impact Reports, environmental assessments, and geo-technical investigations
- Observes, monitors, and reports on environmental practices and procedures to enforce compliance with local, state, and federal regulatory requirements; reports discrepancies immediately
- Attends meetings, identifies environmental concerns, provides reports, and recommends solutions to reduce risks and long-term liabilities of environmental issues
- Researches, reviews, and analyzes environmental legislation and sustainability related issues and solutions that potentially impact Metro's projects
- Assists in the attainment of permits and compliance with environmental regulations by testing, monitoring, or reporting as required
- Plans and prepares environmental studies to obtain approval of Metro projects in accordance with NEPA, NHPA, DOTA, and CEQA guidelines
- Provides fact-finding assistance to review environmental scope of work to prepare the appropriate documentation
- Coordinates work of in-house and consultant staff for review of draft and final environmental documents
- Verifies implementation of mitigation measures by reviewing activities, procedures, and documents of project participants
- Provides support in energy management and conservation, climate and adaptation management, and environmental and sustainability policy implementation
- Provides guidance and assistance to new or entry-level employees

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education- Bachelor s Degree in Civil and Environmental Engineering, Biology, Chemical and Physical Sciences, Urban Planning, Resource Conservation, Environmental Science, or a related field
- One year of relevant experience in compliance or monitoring of environmental issues
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Hazardous Material Management, Hazardous Waste Operations and Emergency Response (HAZWOPER), Lead Construction Supervisor, Contractor Supervisor Asbestos, and DOT Certification preferred
