LA County Beaches & Harbors oversees the management of Marina del Rey harbor and 23 miles of scenic coastline in Los Angeles County, including popular beaches such as Zuma, Malibu Surfrider, Venice, Dockweiler, and Manhattan Beach. We are dedicated to preserving and promoting coastal access for everyone through initiatives like Marina del Rey for All and Coastal Resilience.

Essential Job Functions

Prepares programs, plans, or scopes of work for planning or environmental projects, or construction projects including organizing and facilitating meetings with collaborators; and coordinates the implementation or construction of projects with consultants or contractors, Department staff, and other departments.

Assists in reviewing proposed plans and applications for construction work on private or public facilities at the beaches and in the harbor in order to ensure compliance with local development regulations, Departmental design guidelines, approved plans and specifications, and lease agreements.

Conducts field inspections at County owned or operated coastal properties, to verify compliance with local development regulations, Departmental design guidelines, approved plans and specifications, to investigate reported land use violations, and review and assess the condition of buildings and other structures in order to determine the need for maintenance or repair.

Researches grant opportunities and prepares grant applications by working with Department and County staff, grant partners, and grantors including analyzing information, and creating application content to obtain funding.

Conducts studies and develops programs and projects to address challenges by researching, analyzing, evaluating, and recommending appropriate solutions in order to meet the needs of the Department.

Prepares, reviews, and facilitates permit applications and environmental documentation for projects or programs by gathering, analyzing, and organizing information in order to obtain entitlements.

Prepares reports that include written analysis and technical content by using appropriate software programs, in order to illustrate research findings, project assessments, and environmental issues.

Assists County staff and collaborators by interpreting and explaining planning and environmental processes, regulations, plans, guidelines, and policies, in order to provide excellent customer service.

Prepares and presents information about projects and policies to collaborators and County Staff in order to effectively communicate the activities and goals of the Department.

Requirements

Option 1:
Graduation from an accredited college or university with a bachelor’s degree
* in urban planning, environmental studies, park planning, landscape architecture, architecture, civil engineering or related field- AND- two years' experience in either:

a) the planning, development, design, or coordination of major building and alteration projects**;

b) the development and implementation of major urban planning programs***.

Option 2:
Graduation from an accredited college or university with a bachelor’s degree
* -AND- three years' experience in either:

the planning, development, design, or coordination of major building and alteration projects
** or

the development and implementation of major urban planning programs***.

Important Note:

For either option, graduation from an accredited college with Master’s Degree
* in urban planning, environmental studies, park planning, landscape architecture, oceanography, architecture, civil engineering, or related field will be accepted for one year of the required experience.

License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class II (Light):
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit. and some bending, stooping, or squatting. Considerable ambulation may be involved.
