Civil Engineering, Operations Manager, Site Manager
An established construction organisation is seeking an experienced Civil Site Work / Pre-Construction Manager to support the planning, coordination, and delivery of complex construction projects. This role plays a key part in early project development, cost planning, coordination with consultants, and the transition from pre-construction into live site delivery.
The successful candidate will work closely with internal teams and external stakeholders to ensure projects are fully planned, compliant, and commercially viable prior to commencement on site.
Key Responsibilities
- Lead and manage pre-construction activities from initial enquiry through to project start on site
- Prepare and manage cost estimates, budgets, and tender submissions
- Coordinate design development with consultants, subcontractors, and internal teams
- Review drawings, specifications, and construction methodologies to identify risks and opportunities
- Develop construction programmes, logistics plans, and phasing strategies
- Manage procurement strategies and early engagement with subcontractors and suppliers
- Ensure compliance with relevant health, safety, quality, and environmental standards
- Provide technical input and value engineering solutions where appropriate
- Support handover from pre-construction to site teams to ensure continuity and clarity
Skills and Experience
- Proven experience in a pre-construction, site management, or project management role within construction
- Strong understanding of construction processes, sequencing, and buildability
- Experience producing cost plans, tenders, and construction programmes
- Ability to read and interpret technical drawings and specifications
- Strong communication and stakeholder management skills
- Commercial awareness and problem-solving capability
- Proficient with industry-standard software and reporting tools
Qualifications
- Bachelor's degree in related discipline or Trade experience equivalent. Civil Engineering degree preferred.
- 4 years of progressive experience in construction cost estimating, and 6 months of on-site experience is preferred.
- Expertise in reading and interpreting Geotechnical Reports and specifications related to site work.
- Site work construction knowledge; understands specifications, drawings, materials, and methods and procedures as it relates to site work scopes of work.
- Ability to establish and maintain working relationships with design consultants, stakeholders including the ability to solicit subtrade partners and suppliers.
- Working knowledge of estimating software, advanced skills using Microsoft Office Suite and a strong aptitude for adopting new technology.
