Overview
Provide Project Management consulting services in an embedded, owner-side role supporting real estate and tenant improvement programs in a public agency environment. The position focuses on integrating project delivery with centralized contracting processes while ensuring transparency, consistency, and regulatory compliance.
Duties and Responsibilities
* Manage multiple tenant improvement and building construction projects simultaneously through all phases, including planning, design, jurisdictional approvals, construction, and close-out.
* Oversee and coordinate the preparation, review, and administration of construction documents, contracts, and agreements with architects, general contractors, and specialty vendors.
* Develop, control, and track project scope, schedules, and budgets.
* Review cost reconciliations and authorize payments in accordance with approved funding and public agency requirements.
* Monitor on-site construction activities, coordinate with stakeholders, and ensure compliance with architectural plans, specifications, building codes, ADA standards, and County of Los Angeles regulations.
* Evaluate building conditions, including interior finishes, building envelope components, and core MEP systems to identify renovation needs.
* Negotiate, prepare, and administer change orders while maintaining cost control, schedule impacts, and accurate project documentation.
* Vet and manage responsible and responsive contractors based on qualifications, financial capacity, and legal compliance, not solely on bid price.
* Lead project team and client meetings, prepare clear written and verbal reports for executive stakeholders, and maintain a complete, auditable project record in accordance with public records standards.
Experience & Education
* Minimum 5 years of project management experience with concurrent field construction experience.
* Degree in Architecture, Civil Engineering, Construction Management, or a related field.
* Proven ability to independently manage all aspects of a project, including the oversight of multiple projects in various phases simultaneously.
Knowledge and Skills
* Strong familiarity with ADA (Americans with Disabilities Act) standards.
* Practical experience with the County of Los Angeles Building Code and standards.
* Knowledge of Public Contract Code and CEQA (California Environmental Quality Act) requirements.
* Familiarity with commercial office furniture systems and major industry manufacturers.
* Proven ability to maintain a meticulous project "paper trail" suitable for internal audits and public records standards.
* Skilled in reviewing and coordinating construction documents, including contracts with architects, general contractors, and low voltage/furniture vendors.
* Ability to read architectural plans and review specifications for accuracy, code compliance, and regulatory conformity.
* Capable of evaluating the physical condition of building envelopes, interior finishes, and core MEP systems to identify maintenance or renovation needs.
* Excellent verbal and written skills, with the ability to present information clearly and concisely to decision-makers.
* Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint).
Licenses and Certifications
* Relevant industry certification such as PMP (Project Management Professional), CCM (Certified Construction Manager), or LEED AP.
* A valid driver's license with an acceptable motor vehicle record, free from suspensions or restrictions is required.
Travel Requirements
This position is project site base at the client location in Los Angeles, CA.
Work Environment
While performing the duties of this job, the employee must regularly work in an office and or construction environment. Conditions regularly include exposure to outdoor elements, hot/cold temperatures, wet atmospheric conditions, and cramped quarters with occasionally loud noise level in the work.
Physical Requirements
While performing the duties of this job, the employee must regularly sit, stand, walk, talk or hear and use hands to finger, feel and handle; frequently reach with hands and arms; occasionally climb or balance and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. Must frequently lift and or move 10 pounds and occasionally lift and or move up to 50 pounds.
