What You Will Do
As a Weapons Infrastructure and Planning Office (WIPO) Program Manager 1 or 2, you will provide leadership and overall portfolio management for a specific scope in Operations of Facilities and Maintenance of Facilities. You will work closely with the WIPO team of Program Managers under limited direction of the Program Director to determine and execute work to meet federal customer needs, time frames, and funding requirements.
In doing so, you will develop working relationships with internal LANL stakeholders and external stakeholders, including federal customers.
You will work closely with internal WIPO customers with LANL programmatic organizations and with both Los Alamos Field Office and HQ NNSA representatives to ensure Weapons Infrastructure requirements are identified. You will interface with multiple internal customers, develop, negotiate, communicate, and define program scope in accordance with Laboratory and Weapons Programs missions and priorities.
This position will monitor performance, develop plans for infrastructure improvements, and coordinate with management for implementation of corrective actions. You will participate in internal and federal program cost review deliverables, new business processes, tool development, risk identification, and special projects as requested by WIPO management.
Program Manager LevelsProgram Manager 1 – $85,900 to $139,900
Program Manager 2 – $104,100 to $172,200
At Program Manager 2, the candidate is expected to function more autonomously and make mature decisions, sometimes without direction.
What You Need – MinimumJob Requirements
- Demonstrated experience in at least one technical or operational discipline: capital line item construction projects, general plant projects, nuclear facilities, or nuclear facility line management.
- Experience with safety, safeguards, security, waste management, criticality safety, radiation protection, conduct of operations, and quality assurance.
- Working knowledge of program management of technical or operational work: defining scope, schedules, budgets, priorities, performance milestones, baselines, cost and schedule variance reporting, change control, and risk.
- Strong attention to detail related to project planning and reporting.
- Knowledge and experience in engineering, finance, construction, and related project activities, including interfaces and inter-dependencies.
- Understanding of financial analysis and planning concepts.
- Experience developing execution plans, work breakdown structures, work packages; managing scope, schedule, budget, technical baselines; documenting baseline reports and change control actions.
- Effective presentation of technical and programmatic work, concepts, and plans to a variety of audiences.
- Interaction with all levels of internal and external personnel, building trust, gaining consensus, resolving conflicts.
- Excellent oral and written communication and presentation skills.
- Experience developing and nurturing effective internal and external customer relationships.
Ability to obtain a Q clearance is required.
Education and ExperienceProgram Manager 1 – Bachelor’s degree in a related field and 2 years of directly related experience, or an equivalent combination of education and experience.
Program Manager 2 – Bachelor’s degree in a related field and 5 years of directly related experience, or an equivalent combination of education and experience.
Desired Qualifications- Active Q clearance is desired.
- Familiarity with LANL high explosive, accelerator, nuclear or large scale experimental facilities and knowledge of program management and line organizational needs.
- Experience interacting effectively with NNSA and other federal customers.
The work location is hybrid and located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. It is required to work onsite in Los Alamos two or more days a week, primarily in an office setting.
