Position: Counterintelligence Analyst 2/3

What You Will Do

This position will be filled at either the Counterintelligence Analyst 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

As a member of the LANL Office of Counterintelligence (OCI), the Counterintelligence Analyst 2/3 (CI Analyst 2/3) conducts counterintelligence analysis to assess threats to national security and LANL programs and personnel posed by covert or overt activities of foreign entities or international terrorists. The CI Analyst 2/3 also provides support to the full range of OCI activities, including vetting, analytic briefings, CI awareness activities, and investigations.

Local analytical efforts will support national counterintelligence goals and objectives as directed by the LANL CI Director in collaboration with the DOE Office of Intelligence and Counterintelligence.

The CI Analyst 2/3 applies CI knowledge and analytic tradecraft to draft briefing and CI awareness materials, and to vet foreign national visitors to LANL and other foreign engagements of the laboratory. The CI Analyst 2/3 has experience contributing to analytic programs that encompass a range of functional areas and state‑of‑the‑art technologies, including analytical tools, providing support to operations, and contributing to security measures in support of national objectives.

The CI Analyst 2/3 has experience and basic expertise in one or more of the following:
Intelligence or counterintelligence.

As an educated, experienced professional with an understanding of global issues and intelligence and counterintelligence, the CI Analyst 2/3 identifies existing and emerging CI threats and develops creative approaches to mitigation strategies within their assigned practice area. The analyst provides solutions to basic CI and counter‑terrorist problems involving multiple variables, varying degrees of information quality and reliability, and interconnected relationships. The CI Analyst 2/3 can generate confidence levels independently, in accordance with the DOE CI Program, of which the LANL CI office is a part, which requires analysts to convey analytic confidence in some manner in final analytic products.

The CI Analyst 2/3 demonstrates good judgment toward determining appropriate approaches to solving problems, plans work schedules and arranges activities to accomplish objectives. The CI Analyst 2/3 generally works with limited direction; although they will receive general guidance on new assignments. Work may be evaluated by peers and management upon completion to ensure objectives have been met. The CI Analyst 2/3 is encouraged to self‑initiate projects consistent with CI programmatic requirements and seek opportunities for growth and advancement as a CI analyst.

Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

In addition to often being a subject matter expert (SME) in a field of interest such as intelligence or counterintelligence, the CI Analyst also frequently works with other SMEs across the Laboratory to provide support for various national CI programs.

  • Supports the senior counterintelligence officer in the appropriate dissemination and briefing of analytical products or information within the Laboratory.
  • Performs CI analysis using IC analytic tradecraft standards. Shares knowledge and expertise with colleagues in OCI.
  • Personally participates in briefing analytical information. Serves as a LANL CI point of contact with U.S. Department of Energy Headquarters Office of Intelligence and Counterintelligence (DOE-IN/CN), other field analysts at LANL and other government laboratories, and counterparts in Laboratory security and counterintelligence components.
