Position: NEA Science & Engineering Project Leader 4

The Production Assurance Division Office (PA-DO)'s Nuclear Enterprise Assurance (NEA) program works to establish core capabilities and advise the integration of NEA into business practices to ensure the prevention, detection, and mitigation of potential adversarial subversion of the nuclear weapons supply chain.

Science/Engineering Project Leader 4

As the Science/Engineering Project Leader 4 for NEA, you will serve as the lead for effective business coordination with programmatic and line operations. You will work under the direction of the NEA Program-Project Director. Duties include, but are not limited to:

  • Serve as the primary interface and responsible point of contact for large, complex multidisciplinary project team(s) in the planning, negotiations, integration, monitoring, reporting, and execution of project plans from initiation to completion.
  • Provide leadership and apply advanced knowledge in developing tactical project plans and detailed work breakdown structures, negotiate work packages, and assign various aspects of work to complete project deliverables.
  • Utilize independent judgment in negotiating with program and line managers to ensure that resources are available to accomplish the work, identify procurement and contracting needs, identify risks, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.
  • Leverage broad technical knowledge and scientific expertise to independently develop and manage work packages, including creating resource-loaded schedules. Provide monthly status and performance reports to the NEA Program Manager.
  • Independently conduct financial forecasting and tracking and lead response actions to ensure projects stay within budget and meet financial goals.
  • Drive novel solutions to NEA problems utilizing a principles-based problem solving approach and decomposing those general principles into actionable processes.
  • Serve as the risk management subject matter expert for assigned projects.
  • Mentor junior project leaders on all facets of project leadership for NEA.
  • Support NEA program office management by back filling the NEA Program-Project Director and Program Manager during absences.
Minimum Requirements
  • Project Management:
    Expert-level knowledge of and consultative experience in all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.
  • Finance:
    Professional level experience managing cost and schedule commitments for small to moderate technical projects.
  • Communication:
    Excellent interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Consultative experience in developing and nurturing effective high-level internal and/or external customer relationships.
  • Leadership:
    Proven ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion. Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
  • Technical Knowledge:
    Expert-level knowledge of counter subversion.
  • Clearance:
    Ability to obtain or possess and maintain a Q level clearance, as well as a SCI (Sensitive Compartmented Information) clearance, which typically requires US Citizenship.
Education

Position requires a Bachelor's Degree in a science or engineering related field from an accredited institution and 12 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation. At this level an advanced degree is typically expected.

Desired Qualifications
  • Experience:

    Knowledge of and/or experience working in a high-hazard nuclear or explosive facility.
  • Training/Certification:
    Project Management Professional (PMP) certification.
  • Program requirements:
    Knowledge of Defense Programs Business Process System requirements, including the product realization process.
Work Location

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
