Position: Advanced Sources and Detectors (ASD) Senior Director

What You Will Do

The Infrastructure and Capital Projects (ICP) Directorate within the Deputy Directorate for Operations (DDOPS) portfolio at Los Alamos National Laboratory (LANL) has an outstanding opportunity for a Senior Director to lead the Advanced Sources and Detectors (ASD) Project. This position reports directly to the Associate Laboratory Director for ICP. The ASD Project is the centerpiece of the Enhanced Capabilities for Subcritical Experiments (ECSE) portfolio and is tasked with delivering the next generation electron linear induction accelerator, nicknamed Scorpius, to diagnose subcritical implosions within the Principal Underground Laboratory for Subcritical Experimentation (PULSE) facility at NNSS (Nevada National Security Sites).

The ultimate goal for ASD and the ECSE portfolio is to provide data on plutonium to support future certification. The ASD Project is a collaboration of partners including Lawrence Livermore National Laboratory (LLNL), Sandia National Laboratories (SNL), and NNSS. As the Senior Director, you will partner with and maintain customer relations with headquarters (NA-10, NA-11, and NA-90), the four Field Offices, the Federal Project Director (NA-92), the Federal Program Manager (NA-113), and the ECSE Council, as well as other internal and external customers.

This is a once-in-a-lifetime opportunity to apply project expertise and skills for delivery of this crucial diagnostic capability supporting the US nuclear deterrent. At nearly $2.4B, Scorpius is a DOE O 413.3B Major Item of Equipment (MIE) that will rely on infrastructure being constructed by NNSS at the PULSE. In addition to managing ASD, you will have direct responsibility for ensuring seamless integration with the U1a Complex Enhancement Project (UCEP), the NNSS-led Line Item infrastructure development project, as the two projects will work together to deliver the diagnostic and gather the needed plutonium data.

You will also have line responsibility at Los Alamos, leading a team of direct and deployed reports as well as contractors. In this role, you will interact with the four partners, lead the overall integration effort, and deliver an electron accelerator uniquely driven by solid state pulsed power to capture exquisite images of the dynamic implosion process.

Key Responsibilities

You will be responsible for the overall successful execution of the ASD Project as well as integration with the U1a Complex Enhancement Project (UCEP). Specific responsibilities include:

  • Providing executive-level management of the design, construction, hand-off, and transition to operations of the ASD Major Item of Equipment and the integration with the UCEP Line Item project.
  • Ensuring all ASD-related program/mission requirements defined in the ECSE Program Requirements Document (PRD) are fulfilled in a safe, secure, environmentally responsible, cost-efficient manner.
  • Operating the project and integrating the partners consistent with the Memorandum of Agreement between the Partners, and the Federal ASD Project Execution Plan.
  • Maintaining primary responsibility to work with the weapons physics design community to ensure that ASD meets user needs, and provide leadership to the weapons community in developing related stockpile stewardship tools.
  • Developing and nurturing effective executive-level external and internal customer relationships (partners and NNSA).
  • Establishing technical and administrative controls to ensure the Project is executed within approved cost, schedule, and technical scope.
  • Ensuring Environment, Safety, and Health (ES&H) responsibilities and requirements are integrated into the Project and that Project activities are conducted in a safe and environmentally sound manner.
  • Chairing the ASD Project Director's Change Control Board.
  • Participating as a member of the Federal ECSE Integrated Project Team and Change Control Board.
  • Participating as a Core Member of the Federal ASD Project Integrated Project Team and Change Control Board.
What You Need

Minimum Job Requirements:

Project/Program Leadership
Advanced, expert-level knowledge of and demonstrated experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in successfully developing, planning, and managing technically complex and multidisciplinary programs/projects. Demonstrated experience leading strategic and tactical planning and execution.

DOE/NNSA Experience
Demonstrated experience working with the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) or equivalent at headquarters or field office level, or with state or federal regulators, or other national security agencies. DOE O 413.3B knowledge and experience as it relates to project planning and execution.
