Operations Manager
What You Will Do
This position will be filled at either the Building Manager 2 or Building Manager 3 level, depending on the candidate’s skill set. The Building Manager (BM) reports to the MSS-TA55 Building Manager Team Leader and the TA55 Facility Operations Manager. The BM supports the implementation of the Annual Maintenance Plan for the TA55-DO/MSS-TA55 Organization, ensuring the functionality of systems and equipment, achieving optimum availability, and adhering to Conduct of Operations, Conduct of Engineering, and Conduct of Maintenance program requirements.
The BM also maintains required safety and security training, ensures compliance, and incorporates safety and security into all tasks.
- Process Facility Service Requests (FSRs) and provide accurate scope of work for work orders.
- Develop clear scopes of work in the Facility Service Request and Maintenance Subcontractor Request systems.
- Assign appropriate cost codes to work orders.
- Provide communication channels for customers to receive updates.
- Coordinate and schedule Quick Fix/Minor Maintenance (QF/MM) work orders.
- Act as a backup Lockout/Tag-out Coordinator.
- Assign hazard analysis, track costs, participate in PM workshops, and support work order closeouts.
- Understand Conduct of Operations, Conduct of Maintenance, and Conduct of Engineering procedures.
- Understand facility systems and communicate issues to technical and non‑technical personnel.
- Basic troubleshooting, maintenance, and repair of facility equipment and systems.
- Interface with facility equipment: mechanical, plumbing, electrical systems.
- Use the Computerized Maintenance Management System (CMMS).
- Apply working knowledge of facility systems including HVAC, process water, heat exchangers, pumps, motors, chillers, cooling towers, power distribution, pneumatic systems, and direct digital control (DDC).
- Demonstrate in‑depth knowledge of complex maintenance activities.
- Investigate, recommend, and develop methods to improve safety, implementation, planning, scheduling, and acceptance testing.
- Provide input into PM workshops.
- Participate in the engineering design process for modifications.
Minimum
Job Requirements:
- Communication: Ability to conceptualize and fully communicate facility maintenance elements to both technical and non‑technical personnel.
- Business Systems & Processes: Working knowledge of facility maintenance, construction management, systems engineering design, safety basis, configuration management, work control, facility control systems, upgrades and renovations, and relevant regulations.
- Technical Expertise: Research, alternative solution development, and recommendations on work planning; interpretation of mechanical and electrical documents, blueprints, drawings, and schematics.
Additional Job Requirements for Building Manager 3:
- Strategic Communication: Experience communicating complex work scheduling around Safety Basis Documents, engineering practices, and operations requirements.
- Business Systems & Processes: In‑depth knowledge of maintenance and construction management, including safety basis, configuration management, work control, facility control systems, and upgrade/renovation processes.
- Technical Expertise: Skill in research, alternative solution development, and recommendation for Work Control and the Work Management Center; proficient use of a computerized work management system.
Education/
Experience:
- Building Manager 2:
Bachelor’s degree in Engineering or related discipline and 3 years of related experience (or equivalent). - Building Manager 3:
Bachelor’s degree in Engineering or related discipline and 6 years of related experience (or equivalent).
Desired
Qualifications:
- Experience with CMMS or similar computerized maintenance system.
- Active Q Clearance.
- HRP Certification.
- Full understanding of Laboratory maintenance and facility policies.
- Experience in Facility Operations, Engineering, or Maintenance.
- Working experience with mechanical and electrical systems.
- Nuclear Facility Experience.
- Proficiency with Lockout/Tag‑out program.
